One of the stakes in the relations between the federal Government of Kurdistan and Baghdad is the management and the provision of the oil incomes.
The Iraqi Constitution, adopted by referendum on 2005 15th December stipulates that all the incomes of oilfields existing in Kurdistan will be for Baghdad, while oilfields discovered after the adoption of this Constitution will be entirely for the Kurdish region.
In these conditions we understand better the sour remark of Ahmad Chalabi about the exploitation of the oilfield of Zakho, prospected by a Norwegian company and exploited by Foreign companies and the Kurdish Region. According to the MP Ahmad Chalabi, the agreement made between the foreign company and the Kurds are illegal, and the income of this oild should be given to the Iraqi State.
“Dr Chalabi’s allegations are (…) in disagreement with the constitution†replied Masud barzani, the President of Kurdistan in the Arab newspaper al-Sabah. Masud Barzani added that he has asked explanations to Mr Chalabi, but the former would have retracted, saying that it is only a media invention…
In any case, the skirmish allowed to Masud Barzani to put again one foot in it, by remind that, according to the constitution, the Kurdish Region has the right to extract its oil from new wells, and to make an agreement whith whoever it likes, and that Iraqis could not understand it differently.
Then we see than the Oil issue in Kurdistan is not only a part of “Kirkuk issue”, but concerning Kurdish relations with a central state, it will remain still the heart of an (oil) field of conflict with neighours. In that perspective, Kurds should still firm on their positions.
