Its due Pastoralist and farming lifestyle is the reason for that. Milk and grain products do possess almost zero VItamin D which is needed for important things like growth. So the people need to absorb the Vitamin D through Sunlight . While too dark skin would have the negative effect that not enough Vitamin D would be absorbed (because Dark skin protects from too much UV-B). So in areas where the Sun isnt that strong like in Sub Saharan Africa, the people need to have lighter hair and skin color to be able to absorb more UV-B. Thats why Pastoralists and Farmer have lighter hair and skin color. It was also the neolthic expansion which brought light hair and skin color to Europe from West Asia! (Lol funny but true light features originated in the Near East). Before that the People in Europe where more brown skinned Hunters and Gatherers. The first recorded Europeans with light skin were the neolithic Bell Beakers.
So it has to do with Neolthic lifestyle. And because the Baltic areas are one of the least sunlighted areas + Farming/Pastoralist lifestyle, they started to become the lightest of all other Humans. Even the more Northern living Eskimos and other Asiatics tend to have darker skin because they are Hunters and Gatherers and get most of their Vitamin D through food (Fish has a lot of Vitamin D).
