ERBIL, June 18 (AKnews) - Some 3,167 projects in all of the Kurdistan Region’s provinces are currently underway, announced the region’s Minister of Planning.

Ali Sindi said 34 projects have been delayed for a variety of reasons.

The minister added that 495 projects have been suggested for 2012 to be implemented after the approval of this year's budget.

The Kurdistan Regional Government allocated 4.5tr IQD ($3.8bn) for projects in the 2012 budget, said Sindi.

100 Dutch companies willing to work in Kurdistan

ERBIL June 17 (AKnews) – About 100 Dutch companies have showed willingness to come and work in the semi-autonomous Kurdistan Region of Iraq for the first time, it was announced today.

The development comes following a visit by a large Dutch delegation to Kurdistan for an economic forum last week which promoted Kurdistan Region and looked at prospects for Dutch investors.

The Chamber of Commerce and Industry is planning a meeting with the representatives of the companies to see what areas they are interested in and provide facilities accordingly, says Azad Ahmed, the PR official of the Chamber.

Kurdistan Region has been the hot spot for investment in Iraq since 2003 and is regarded as one of the Middle East's best growth prospects in 2012. According to statistics released by the Investment Board, the region has attracted some $16.2 billion (19 trillion IQD) in foreign investment over the past five years.

“The coming of this number of Dutch companies will encourage more European companies to enter the Kurdish region “ said Dara Jalil Khayat, head of the Chamber of Commerce and Industry. “we will offer facilities for the companies that the Kurdistan Region needs their expertise and abilities [for reconstruction]”

Kurdistan Region’s boom in foreign investment has been accredited to its accommodating Investment Law, passed in 2007. The law provides incentives for foreign investors including the possibility of owning land, up to 10 year tax holidays, easy repatriation of profits and removal of tariffs on exports and imports related to the project.

KRG Minister delivers keynote address at Dipalomatic Academy of Vienna panel

PNA-Vienna, Austria- (DFR.krg.org) - Minister Falah Mustafa gave the keynote address for a panel discussion entitled The Kurdistan Region of Iraq: Achieving stability in a time of transition on Friday at the Diplomatic Academy of Vienna.

In order to provide a background for the KRG’s position on many of the complex issues facing the Kurdistan Region today, Minister Mustafa highlighted the history of the Kurds and their struggles for universal rights, “We will continue to utilize every political tool at our disposal to achieve a federal government of true partnership that is based on the federal constitution. However, we will not become a part of a return to the old Iraqi traditions of centralized power and authoritarianism. We in the Kurdistan Region have come too far, and suffered for too long to allow this to happen.”

“I want to be clear here – especially to those who often refer to Kurds as ‘separatists.’ We had a choice in 2003, and there were many among us who wanted to take the moment to declare our independence. But our leadership believed that our most reasonable course was to remain part of a new democratic and federal Iraq. That commitment still exists today, but it depends completely on the character of the new Iraq, and whether our constitutional rights and freedoms are respected by the Iraqi government,” he added.

The event also included a three panel discussion between Minister Mustafa, Ms Maria Fantappie, a visiting scholar at the Carnegie Middle East Center in Beirut, and internationally renowned political analysts Mr Joost Hiltermann of the International Crises Group. The aim of the discussion was to create a platform of exchange to increase awareness on the transitions occurring in relation to the Kurds in the Middle East, and it was moderated by Dr Cengiz Günay, a scientific researcher with the Austrian Institute for International Affairs (OIIP).

This was the first official event to be jointly organized and hosted by the newly opened KRG Representation in Austria. The Representation coordinated with the Austrian Institute for International Affairs, a prominent Austrian think tank, and the Diplomatic Academy of Vienna in order to host the event.

Minister Mustafa also highlighted the tremendous growth of that Kurdistan has seen in recent years, saying: “Since the formation of our regional government, and especially since the fall of the dictatorship, we have seen progress in all aspects of our daily life. Health care, education, electricity, agriculture, roads, housing, shopping centers, and general infrastructure have been dramatically improved, and continue to be developed.”

“We have accomplished a great deal within the Kurdistan Region, and although there is much to do, we believe it is clear that we are on the right track. As our flag so appropriately depicts, the sun is rising in Kurdistan,” he concluded.

Commenting on the discussion, the KRG Representative to Austria Dr Ramazan Mustafa said, “Hosting events such as this panel discussion are important for facilitating dialogue and cross-cultural understanding that is essential for gaining an appreciation of the realities that the Kurds face. I believe we were able to achieve that here today with our international panelists and look forward to continuing the ongoing dialogue between our peoples.”

The event was attended by a large group of local diplomats, academics, students and business officials, and it completed a three-day visit by Minister Mustafa to preside over the official opening of the KRG Representation Office in Austria.

The Carnegie Middle East Center is an affiliate of the Washington based Carnegie Endowment for International Peace, and Ms Fantappie specializes in Middle Eastern affairs, including some emphasis on Iraq and the Kurdish issue. Mr Joost Hiltermann is the Deputy Program Director for the Middle East & North Africa at the International Crises Group, an independent non-governmental organization dedicated to conflict prevention. Much of his work focuses on the political and constitutional developments in Iraq and how it relates to the Kurdish question.

How are they going to finance that? I mean, some members on this forum believe Kurdistan's budget is 15 billion, making a railroad + stations to connect Kurdistan to the EU alone costs more than that...

Steps towards 24 hour power supply

By 2015 Kurdistan will generate 3,000 MW of power and meet current domestic demands

With the current contracts and projects for power production in Kurdistan Region, the power generation capacity of the region is expected to reach 3,000 megawatts of electricity, which is enough to cater for the current domestic electricity consumption. However, if electricity continues to be wasted as it is now, government and investors have to think of ways of increasing production on a continuous basis.

A new 1000 megawatt power plant project in Kurdistan Region was kicked-off on June 7th in a ceremony in Erbil attended by Kurdistan Regional Government (KRG) Prime Minister Nechirvan Barzani.

The project is funded by the Czech Export Bank, and implemented by one of the largest Czech construction companies, PSG International with its Turkish Partner Renaissance Construction. The contract was signed with the Kurdish Kar Group, a leader in the petrochemical industry in Kurdistan and Iraq.

The gas-steam power plant has a capacity of 980 MW, and will be built in Erbil. It is the first time that a foreign government bank has funded such an investment project in the Kurdistan Region.

Kar Group Head Office Manager told the Kurdish Globe that the first phase of this project had started in early April of this year and will finish by June 1st 2013. This phase has a capacity of 640 MW. And the second phase will finish by June 30th 2015 and will add 320 MW to the capacity of the plant to reach a total of 980 MW.

Although, the fast development pace in Kurdistan has been a factor behind the increase of demand in all aspects of lighting, agriculture and industry, according to Omed Ahmed, Kurdistan Region's Electricity Control Director, if electricity was not wasted then "we currently produce enough power to meet the demand of the whole region."

On average 2,050 MW of power is generated in Kurdistan. This rate decreases during nighttime but reaches 2,200 MW during daytime.

Electricity is the main cooling method in the summer and the main heating method in the winter, something which is not common in other countries, where there are other alternatives that significantly save energy.

Moreover, the electricity price in Kurdistan is significantly lower than other countries compared to the general income level and hence people do not bother to save energy.

Solar and wind energy are two major sources of power generation that Kurdistan can use, but have not been used until now. If the region invests in these sources, the current energy sources can be used in other ways to develop the region's economy.

According to a source who refused to reveal his name, the cost of producing electricity in the Duhok power plant is USD 3 million per day. This means that the government has to pay approximately USD 1 billion per year to generate 400 MW of power, in addition to the cost of buying more electricity from private companies.

According to Ahmed, Kurdish authorities have tried to meet the market demands as fast as possible, which is why they have resorted to these quick and short-termed power generation methods, while there is a global trend towards using natural gas for power generation again because it is cheaper than other types of fuel.

Kar Group authorities argue that in the Khurmal Refinery, a large amount of natural gas is burned and wasted, and that they are planning to use this gas for their new power plant. However, as the amount of the natural gas might not be sufficient for the plant, they might also use gasoline, which is both more expensive and more harmful to the environment compared to natural gas, but the plan is to minimize the use of gasoline.

Considering the expansion and development speed the region is now going through and the increasing demand for electricity, if the production level is not increased continuously, the region will soon face another electricity crisis. Another possible way to avoid crisis is to control the waste of energy.

Power shortage has been one of the major challenges faced by the region's citizens in the past couple decades. However, the increasing generation capacity of the region through construction of new power plants all around Kurdistan, has given the people hope that this crisis could become something of the past.

Changing the source of generating power from fuel, water and even natural gas to solar and wind energy on the one hand, and raising public awareness about the use of electricity and alternative energy sources for cooling and heating on the other hand, could be a major step towards significantly cutting costs of producing power and using allocated budgets for other critical developmental sectors and services.

Last year, the Region supplied electricity to Kirkuk and this year it is supplying Mosul. Developing a sustainable and efficient production and saving plan will lead to not only meeting domestic demand but also supply other Iraqi provinces with a part of their electricity needs.

The largest power plant in Kurdistan is in Erbil producing 1000 MW through its 8 units.

Suleimaniya power plant generates 750 MW, and Duhok has a 400 MW capacity power plant. 150 MW power is generated at the Baadre Plant and 120 MW at the Darbandikhan plant.

Total power produced in the region is 2,420 MW, but this capacity decreases during the periods of high temperature.

When the new power plant completes, Kurdistan would be able to produce more than 3,000 MW of electricity, while only a few years ago it did not produce 200 MW.

MEED conference puts international spotlight on doing business in Kurdistan

The value of these projects exceeds US $20 billion

This week in Erbil, one of the oldest Middle East business consultancies, held its first conference in Iraq since its foundation in 1957. MEED held the two-day conference for international companies hoping to join the others that have already established themselves through investments and projects in the Kurdistan Region and the rest of Iraq.

Ms Nawroz Mawlood Amin, Director General of the Kurdistan Investment Board, outlined the Kurdistan Investment Law, which is one of the most foreign-investor friendly laws in the Middle East. She gave an overview of the investment opportunities in many sectors.

The Head of the KRG Department of Foreign Relations (DFR), Falah Mustafa, gave the opening ministerial keynote briefing to the attendees about the enormous progress that the Kurdistan Region has undergone since 2003 and the fall of the former regime, emphasizing the opportunities available to companies that wish to invest and work in the Kurdistan Region. He spoke about the role that the DFR plays saying, "Our task is to serve as a facilitator to assist companies coming to the region; by maintaining close contacts with all branches, departments and institutions of the government."

In talking about the vast opportunities in the Kurdistan Region, Minister Mustafa said, "There are currently upwards of 450 major projects in progress throughout the Kurdistan Region. The value of these projects exceeds US $20 billion, 21% of which is being funded at least in part through foreign direct investment." He described the conducive security and political stability conditions available in the Kurdistan Region emphasizing that many businesses can use it as the base or starting point for operations in the rest of Iraq.

The Governor of Erbil, Nawzad Hadi, also welcomed the attendees of the two-day conference emphasizing the work and efforts being undertaken by both the Kurdistan Regional Government (KRG) and the people of the region in order to build a better future for the region economically and politically. He said, "It speaks volumes that we have been able to attract MEED to host their first event in Iraq in their over 55 years of existence here in Erbil. We are open to investment and cooperation across all sectors; not solely oil and gas."

The conference organizer, MEED, was founded in 1957 in order to build relations between the people of the Middle East and the international community. It continues to work to promote economic and business development across the Middle East, with Iraq the third largest country in the Middle East in terms of economic potential after Saudi Arabia and Qatar.

The Chairman of MEED events, Edmund O--Sullivan, spoke about his enthusiasm over being able to hold the conference in the Kurdistan Region, stating "The Kurdish people have created through wise, prudent and pragmatic policies an environment in which it is easy to conduct business not only in the Kurdistan Region but in all of Iraq." He expressed his hope to be able to conduct further such conferences and events not only in Erbil but all across the Kurdistan Region and Iraq.

Representatives from the KRG Ministry of Natural Resources spoke about the current status of oil and gas projects in the Kurdistan Region along with the enormous potential that exists both in the short and long term, thanks in large part to the great geology of the Kurdistan Region. Over 50 production sharing contracts (PSC's) have been signed with the KRG to date and these contracts are transparent and can be found online. The current production capacity stands between 250,000 to 300,000 barrels of oil per day, on track to reach one million barrels per day by 2015 based on the existing discoveries only.

Throughout the two-day conference officials from various KRG ministries as well as different companies, institutions and organizations spoke to the audience with different question and answer panels set up for the different opportunities in the Kurdistan Region. These ranged from discussions about Kurdistan's long-term vision to project opportunities in Kurdistan's energy and non-energy sectors.

Over 120 participants came to the conference from 10 countries: Bulgaria, Egypt, Iran, Iraq, Qatar, Turkey, UK, USA, the UAE and Oman.

Kurdistan Region's underground water levels significantly lowered

Over the past 40 years, the Kurdistan Region has lost 200 meters of its underground water level.

According to a new plan by the Kurdistan Regional Government (KRG), the Ifraz IV water treatment plan will be implemented in the near future.

The project needs USD 400 million and by completion, 600 water wells, which are currently supplying 35% of Erbil's water, will be closed down.

Although, many phases of Ifraz project have been completed and are now supplying Erbil with water, the project has still not met the entire water demand of the city.

Erbil Water and Sewage Director General Engineer, Sahand Ibrahim, said in an interview with the Kurdish Globe, that they have a three-year project that will completely eradicate water problems in Erbil until the year 2035.

In some parts of the capital, especially in the eastern and southern neighborhoods, the water shortage is felt due to the lowering of the underground water levels and the drying up of some water wells.

There are a number of projects underway to put an end to the issue in Erbil, including the expansion of Ifraz III plant to reach a capacity of 10,000 cubic meters from the current capacity of 6,000 cubic meters. The budget for the project is allocated by the Japanese International Cooperation Agency (JICA) as a long term loan.

Although, the project was supposed to be implemented by now, due to the amount of detail in the investigation by the Japanese authorities, it took a long time until they made the final decision to fund the project.

Ibrahim says that in the near future, an implementation company will be contracted to start work on the project.

In Duhok there are two large water treatment plants that have almost solved the water issue in the city, while with the expansion of the Dokan I and II plants, which are currently under implementation, Suleimaniya can also bid farewell to its water shortage.

In Erbil, all the previous water projects were in the form of constructing stations and connecting them to the city by pipes. However the new Ifraz IV project consists of constructing two large rings around the 100 meter and 120 meter ring roads according to the city's master plan.

The purpose of these rings is to be able to accommodate the expansion of the city in any direction. It is expected that the budget for this project is allocated within this year's budget, which means that over three year the project can progress and Erbil can then forget about water shortage for 20 years to come.

Currently there are 600 deep water wells that supply drinking water to part of Erbil and around 2,100 more wells are supplying agricultural and industrial projects in the province.

The Greater Zab is the source of the Ifraz water and passes by an area 30 kilometers west of Erbil. The water is treated and then supplied to the city via a pipeline.

According to the draft work plan of the Ministry of Agriculture and Water Resources of the Seventh Cabinet, the demand for drinking water in Kurdistan was 365 million cubic meters in 2011, and the region could supply the whole amount. According to the same draft the target of the ministry is to increase this amount to 438 million cubic meters by 2018, i.e. to supply enough water for 6 million people. However, currently the region mainly depends on underground water for its needs.

According to Ibrahim, a water-well in the middle of the city of Erbil that was 200 meters deep has now dried up and they now need to dig three hundred meters to reach water in the same place.

Waste of water by the public, decrease in the amounts of rains and the digging of a large number of water-wells without research, permission and strategic planning in all the underground water sources for various purposes including agriculture, industrial projects and drinking has significantly decreased the underground water reserves.

According to a study of the Furat Research Center, the Central Erbil aquifer had a capacity of 2000 wells, but 3000 wells have been dug on this source, a factor that has lowered the quantity and quality of the underground water in this area.

In the 1970s, in the northern parts of Erbil the level of underground water was only 7 meters below surface, but such wells have all dried up now and to reach water one needs to dig 250-300 meters.

A large quantity of drinking water is wasted by consumers. Lack of water meters and low water prices are major factors behind this waste of water.

According to a study of the Water Protection Center there are 50 carwashes in the Erbil city center, each of which spends on average 50,000 liters of water every day. This means that in total 2.5 million liters of water is spent by the carwashes alone. The strange thing is that all this is drinking water.

If a person's daily drinking water consumption is 2 liters, then the drinking water of 1.25 million people, approximately one-third of the whole region's population, is wasted by Erbil's carwashes.

This is a small example of how water is wasted in Kurdistan. If more investigations are done on the households and factories, more mind-blowing conclusions could be reached.

Rashid Jarjees, Chairman of the Water Protection Center, suggests that the carwashes can have tanks to collect the used water and reuse them, and that water meters could be installed for the households to control their consumption.

There is no law to control the way water is consumed, and even if there was a law in the past to govern this, it is certainly not being applied now.

According to the center's studies during the past 14 years the level of underground water has decreased by 200 meters, which, according to Jarjees, is an indication that a national campaign for saving of water is needed.

There are more than 300,000 households using water in across three major cities in the region and regardless of how much water each household consumes, they pay a standard monthly fee of IQD 750 (approximately USD 0.60).

Recently the KRG has allocated USD 50 million for the first phase of a project to install water meters for the households, but after 2 years, still the money is withheld and the meters are yet to be bought and installed.

Engineer Ibrahim explains that the reason behind the delays was that the contracted company for the implementation of this project, a UAE company called BMC, was contracted to supply water meters of a specific standard but it did not follow this condition.

"That is why it is expected that the contract with BMC is terminated and a new contract to be signed with another company to do the job."

During the past few decades the climate changes has created draught threats in a number of countries around the world and a number of lakes have dried up. These global changes have had an impact on the Kurdistan Region, hence developing a suitable policy for the protection and control of the water resources is a must.

There are 6,730 deep water wells in Erbil Province, 2,500 of which do not have license. The depth of the wells ranges between 40 to 120 meters and they have been dug by piling machines.

In Sulaimaniya Province and Garmian Area there are 5,738 licensed water wells for various purposes, while there are more than 17,000 unlicensed wells , all of which were dug using piling machines. Majority of these wells are inside the city of Sulaimaniya, most of which are dug by individual households. However, 80% of those wells have dried up due to the decrease of the level of underground water.

In Duhok there are 2,074 wells, out of which 30-40 are unlicensed.

According to the official United Nations statistics approximately 884 million people do not have access to clean drinking water worldwide, while more than 2.5 billion people are deprived from a decent and clean sewage system. Additionally, every year at least 1.5 million children lose their lives due to drinking water pollution and lack of sewage system.

this thread is mostly about the positive infrastructure going on in Kurdistan not the downsides , and it seems you are more into the downsides of KRG :? .

Skan dam design complete

ERBIL, June 19 (AKnews) - The construction design for Skan dam in the district has been completed and the project will be implemented soon.

Director of Sidakan district Mohammed Ismael announced: "Skan dam project will serve the area in many fields like agriculture and saving water. The district farmers will benefit from it."

The length of the dam is 100 meters and its height is 30 meters.

Ismael added that the government allocated 8bn IQD ($6.8m) for the project and so far the cost of the dam construction has reached 100m IQD ($85,000).

An Iranian company is supervising the project.

I'm glad that Kurdish Globe is reporting about such things. SK is not an imaginary world where everything is perfect or where we should sweep our problems under the carpet..
