I dont get it why there isnt any planned projects around the Citadel? I mean it will look great if there are high skyscraper of many stories.

Because it is 'the old city'. You can't combine everything with modern. They shouldn't be building skyscrapers there. There are other places with skyscrapers in Erbil. Citadel area must remain 'old'.

Not around the citadel, because in that way you will destroy the remains of our history and culture. The only thing they should do is to renovate. And they have done an excellent job over there. They even have reconstructed the walls of the small shops around the citadel with marbles.

) , the original plan was to build 4 high rise buildings behind the mall, but a c*ck sucking mullah complained about the place as it is a graveyard, because he said that he had seen the devil there in his dreams!!! And that is why the owners of the shops in the shopping center did not want to pay the rent at first
In this picture you can see the graveyard, they wanted to build 4 high rise building over there.
Btw, the construction you see over there, that had been stopped as well, however, I dont know if they have continued the construction
