I guess they accomplish the same outcome, although following different techniques. I think IP hiders are actually 'spoofers'. They disguise the packet to make it look as if it was coming from a different source. As for proxy servers, they actually handly the traffic for you, so you're logically connected to any web site through that proxy server as a terminal.
