O.K. now the things become clear. This is the song of drug-junkies, which praises grass smoking. The "joint" here means the hand rolled sigaretes, which drug junkies use to smoke grass and usually pass the rolled cigarete to each other. Don't 'Bogart' it, means don't degrade it like what the actor, Bogart, did with his cigarete in his mouth.

Well, to be more accurate, the word "junkie" is not really used for grass (marihuana) smokers. It is mostly used to refer to people who use heroin. You are correct about the joint, it is the rolled cigarette, but to "Bogart" it is not necessarily "degrading" it. It simply means to keep smoking it yourself instead of passing it on to the next guy in the round. A similar way to say it would be "don't hog that joint".
