A Letter to HE KRG Prime Minister

Dear Prime Minister,

I am writing to bring to your attention an authorised irregularity by Debega local authority in South Erbil. According to my brother, this local authority has taken over 88% of our land and others in our village 'Karitan', now renamed ' Gereky Kawe', to build houses for its officials without compensation to the rightful owners.

Apparently, as far as the owners concerned this is some thing usual and legal, the authority takes 88% of the land and leaves you 12%. But how this can be usual and legal? Obviously an authority may have to take over a land for any reason but if this land is owned by some one this authority will have to pay compensation. But this has not been done by Debega local authority and the owners seem to have accepted the situation. This is not surprising, this is an old culture. For ordinary people any thing, authority does, is right even if it takes their rights away.

On a moral and legal grounds, I don't think really any local authority in KRG can take over lands of other people without compensation. So what is happening in Debega? I am sure financial compensation has been allocated and authorised for this purpose but why it is not paid and why owners made to believe it is alright for the authority to take over 88% of their land for nothing? What is different between this and arabisation?

So what is the explanation? It is easy, some heartless and irresponsible elements have taken the compensation for themselves.

This is something a very serious official drawback. I thought it was my moral responsibility to bring it to your attention. I leave the rest in your hands.

That is terrible, they should atleast be compensated no rational can allow this robbery.
