Well I believe in the long run this 'advanced' economic system should be adopted by the Kurdish government. There are many benefits to this advanced economic system; personally I view it as a more developed socialist system in place to counter the probably of physical scarcity. Now I know many people find it hard to grasp economic concepts, and are quite imbedded in the capitalist idea, which promotes Social Darwinism. However you should just take all this into account before you say anything:
1- I'm not attempting to convert anyone into my way of thinking.
2- Its just a new idea that may possess several benefits for Kurdistan.
3- Well discussion is always good and critisizing aspects of it aswell.

Here is a break down of technocracy that I thought would be appropiate(http://www.technocracy.ca/tiki-index.php?page=Begin):
What is Technocracy?

Technocracy is a proposal for a steady-state, post-scarcity economic system. It is intended for industrialized nations with sufficient natural, technological, and human resources to produce an economic abundance. Primarily this refers to the continent of North America, but may also apply to other areas today as well if they have achieved certain minimum criteria.

What are the attributes of a Technocratic society?

There are many, but a few can be summarized here:

•A thoroughly scientific method of control of the technology of the continent.
•Democratic controls for all non-technical issues and decisions.
•Maximum freedom for all citizens in terms of latitude of purchasing power and personal rights
•Removal of methods of scarcity economics such as money, debt, value, and interest.
•The elimination of political decision-making from technical affairs
•Replacement of these methods with an empirical accounting of all physical resources, products, and services (called Energy Accounting).
•Productive capacity many orders of magnitude higher than currently possible, without requiring any new equipment.
•Decrease in human labor required to produce these amounts through proper use of automation.
•Highest possible standard of living for ALL citizens in terms of income, housing, health care, education, and leisure.
•Sustainable resource management through conservation and industrial efficiency
•Elimination or vast reduction of various social ills, such as poverty, crime, pollution, insecurity, and disease

Is Technocracy a form of government then, or something else?

Technocracy is not a form of government, such as democracy, or monarchy. It is an economic system, similar in this respect to capitalism or socialism. It differs from other known economic systems however in that it is designed for use in a post-scarcity environment where scarcity-based systems like capitalism and socialism would not work. A good rule to learn would be that scarcity problems require scarcity solutions (like economic systems), while problems of abundance (post-scarcity) require solutions of abundance (i.e. Technocracy). (More on this here.)

Here is an expanded list of Technocracy's Goals:

•The highest possible standard of living for all citizens
•Reducing the amount of work required to produce this abundance<*> to the minimum required by using machines to do as much as possible
•Providing a Sustainable Economy<*> by employing several methods, including:
◦Minimizing waste of resources, natural and otherwise
◦Minimizing if not eliminating pollution and other forms of environmental damage
◦Using a non-fluctuating economic method of distribution<*> such as Energy Accounting?<*>
•Providing all citizens with the maximum latitude in choice of goods and services
•Providing social programs free of charge and of the highest quality possible given current technology, including health care and education, to all citizens
•Providing adequate defence and security of all citizens without unduly restricting the rights of the individual

Here is a break down of what the 'Energy accounting' system entails:
Energy Accounting is one of the core elements of Technocracy. It is a form of economic distribution<*> unlike anything in use by any nation today. It employs energy measurements to replace money transactions. To the consumer the process is essentially transparent; they need only consume what items and services they will (e.g. transportation, food, entertainment, etc.), and the physical "costs" of this consumption is recorded by the E.A. system, to determine how much of these same things need to be made available in the future. This will however require a change in the concept of "ownership?".

This system has several advantages over its modern counterpart:

•Energy "income" is non-transferable. This means that it cannot be stolen, gambled, or otherwise lost. It also cannot be used to provide anyone with a "controlling interest" in societal mechanisms, which is commonly known as "bribing". This also eliminates the possibility for profit motive, and thus ensures that all products and services are of the highest quality, with the lowest cost in resources.
•Energy Accounting is not based on scarcity<*>. It instead measures the actual, physical wealth of a nation in terms of resources and energy. Therefor a nation that employs Energy Accounting is literally as rich as its natural and technological resources.
•Energy Accounting is not based on "Value," but rather on physical measurements of energy. Thus, the energy "cost" of any item (such as a chair or tire) would be exactly equal to the amount of energy it took to produce this item. These costs would obviously never change, excepting where more energy-efficient means are found to produce said item, in which case the "cost" would only go down with no other economic side-effects. This also prevents the economic oscillations that frequently plague modern economies.
