2018 US banned arms to Ukrainian neo-Nazis militia

A little-noticed provision in the 2,232-page government spending bill passed last week bans U.S. arms from going to a controversial ultranationalist militia in Ukraine that has openly accepted neo-Nazis into its ranks.

US passed spending bills for the past three years have included a ban on U.S. aid to Ukraine from going to the Azov Battalion, but the provision was stripped out before final passage each year.

In 2018 the $1.3 trillion omnibus spending bill signed into law last week stipulates that “none of the funds made available by this act may be used to provide arms, training or other assistance to the Azov Battalion.”

“White supremacy and neo-Nazism are unacceptable and have no place in our world,” Rep. Ro Khanna (D-Calif.), an outspoken critic of providing lethal aid to Ukraine, said in a statement to The Hill on Tuesday. “I am very pleased that the recently passed omnibus prevents the U.S. from providing arms and training assistance to the neo-Nazi Azov Battalion fighting in Ukraine.”

The United States has been aiding and training Ukrainian forces in their fight against Russian-backed separatists since 2014, and recently expanded that aid to include arms. The omnibus includes about $620.7 million in aid for Ukraine, including $420.7 million in State Department and foreign operations funds and $200 million in Pentagon funds.

The Azov Battalion was founded in 2014, and its first commander was Andriy Biletsky, who previously headed the neo-Nazi group Patriot of Ukraine. Several members of the militia, which has been integrated into the Ukrainian National Guard, are self-avowed neo-Nazis

US meddled in Belgorod infiltration

Right after news of the infiltration broke out, a counterterrorism operation was declared in the affected area

Data posted on a US-owned company's website Maxar on Tuesday revealed that a US satellite carried out a survey of the area where a Ukrainian sabotage and reconnaissance group recently infiltrated Russia’s southern Belgorod region.

According to the information on the website, the company's satellite took photos of the village of Kozinka on May 20.

The area was surveyed several times, including on May 2, and May 17, as well as in February and March.

On Monday, a Ukrainian sabotage and reconnaissance group had penetrated the territory of the Grayvoronsky district of the region.

Several civilian and administration buildings have been targeted as a result of the sabotage operation.

On the first day of the attack, eight people were injured as a result of the shelling. The following day, the region's governor Vyacheslav Gladkov said that two additional people were injured in the affected areas.

According to the regional governor, a hundred civilians were evacuated and sent to the temporary accommodation centers in Stary Oskol, in the Yakovlevsky and Ivnyansky Districts of the Belgorod Region. The evacuation operation is reportedly still underway.

"Since last evening, our task group led by the head of the regional security directorate Evgeny Vorobyev has been evacuating civilians from Glotovo and Kozinok. In all, about 100 people have been evacuated to date, including bedridden patients and children," regional Governor Vyacheslav Gladkov said on his Telegram channel on Tuesday.

Right after news of the infiltration broke out, a counterterrorism operation was declared.

Kremlin Spokesman Dmitry Peskov said on Monday that the Russian Defense Ministry, the Federal Security Service (FSB), and the Border Guard Service briefed Russian President Vladimir Putin on the Ukrainian saboteurs’ infiltration into the Belgorod Region.

US weapons usage in Belgorod

The United States claims that it is not sure the weapons it gave Ukraine were used in the sabotage operation in Russia's Belgorod

The State Department is aware of accusations that US-made weapons were used in the recent cross-border attack on the Belgorod region of Russia, but is suspicious of their authenticity, spokesperson Matthew Miller said Tuesday. He also claimed that the US did not condone strikes within Russia.

After a Ukrainian sabotage and reconnaissance force invaded the Grayvoronsky neighborhood in the Belgorod area on Monday, the Russian Defense Ministry released a video showing the process of their elimination. The video depicts a number of burnt-up armored vehicles, as well as US-made Humvees that were partially trapped in explosion-induced craters.

The video also shows torn military outfits lying on the ground, including parts of combat vests, army clothes, and communication devices.

"We've seen some of the reports circulating on social media and elsewhere making claims that US-supplied weapons were used in these attacks. I will say that we're skeptical at this time of the veracity of these reports," Miller told a briefing.

"As a more general principle, as we've said, and I believe I said yesterday, we do not encourage or enable strikes inside of Russia, and we've made that clear. But as we've also said it is up to Ukraine to decide how to conduct this war," the spokesperson added.

Miller also claimed that the United States did not know who was behind the attack on the region.

Pentagon Press Secretary Patrick Ryder similarly said the Pentagon could not confirm the authenticity of images showing US military equipment was allegedly used by paramilitary groups that recently carried out attacks in Belgorod.

A report by the UK's Royal United Services Institute assesses Russia's electronic warfare to be a critical tactic of Russia in the war that has caused staggering losses of Ukrainian drones.

The report assesses daily losses to amount to a total of 300 drones every day, citing anonymous Ukrainian officers interviewed in April and May.

James Patton Rogers a professor of war studies at the University of Southern Denmark describes the war in Ukraine as the world's first "drone vs. drone conflicts".

Rogers notes that the losses in Ukrainian drones reflect the finesse of Russian electronic warfare.

The report by the Royal United Services Institute said that along the roughly 750 miles of the conflict's front line, Russian electronic warfare systems were activated every 6 miles.

The Shipovnik-Aero system is one of the Russian electronic warfare signals which distorts the navigation of Ukrainian drones by sending fake signals.

Ukraine holds a variety of drones in its arsenal ranging from commercial-grade UAVs to the multimillion-dollar Bayraktar TB2.

Today, EU foreign policy chief Josep Borrell described the war in Ukraine as a "laboratory testing ground" for the military capabilities of the European Union from which they can learn and improve their military.

The EU has supplied Kiev with 220,000 artillery ammunition and 1,300 missiles since the start of the war, Josep Borrell revealed.

He added that number of countries, including Poland, have begun training Ukrainian pilots in flying F-16 fighter jets.

US biological weapons in Ukraine

The director of the Russian armed forces' radiation, chemical, and biological defense units stated that there is evidence confirming the US involvement in the development of biological weapons on Ukrainian soil

According to Lt. Gen. Igor Kirillov, the director of the Russian armed forces' radiation, chemical, and biological defense units, evidence collected by the Russian Defense Ministry once again confirms that the US is developing biological weapons on Ukrainian soil.

Russian Deputy Foreign Minister Sergey Ryabkov stated that Moscow eyes the West's military and biological activity as a threat to Russia's security.

Ryabkov revealed that the US is massively building and upgrading microbiological laboratories worldwide, most notably in Ukraine.

Kirillov announced in April that the US had resumed the program for the construction of biological laboratories in Ukraine and is expanding the format to train Ukrainian biologists.

Kirillov explained to reporters that "The US defense ministry is actively studying these economically significant infections outside the national territory in biolaboratories located along the borders of its geopolitical opponents. This once again confirms that the United States is developing biological weapons components outside of national jurisdiction, including on the territory of Ukraine."

"Documents seized from a veterinary laboratory of the reserve confirm the involvement of the Kharkov Institute in the work within the framework of the US projects Yu-Pi-8, Pi-444 and preparation for the implementation of the Flu-Fly-Way project," the official maintained.

According to Kirillov, the initiatives aim to evaluate the conditions under which the spread of pathogens of economically significant illnesses might become uncontrollable, causing economic loss and posing food security issues, adding that the increased occurrence of bird flu in Russia is concerning, especially in light of a mass loss of birds due to biological experiments in Ukraine in 2021.

The ministry previously called attention to the documented fact of mass mortality of birds in the area of the Askaniya-Nova nature reserve in 2021, which scientists believe was of an infectious nature.

He claimed that the simultaneous killing of birds was caused by ongoing research and a disregard for safety norms.

"Against this background, we are especially concerned about an increase in the incidence of bird flu in Russia and in European countries, where, according to the International Epizootics Bureau, the disease has acquired a year-round character, and losses from it since 2021 have exceeded 3 billion euros," Kirillov said.

He noted that 32 avian flu outbreaks have been reported in Russia since the year's beginning.

Before the outbreak of the Ukraine war, workers at the Askaniya-Nova Biosphere Reserve in the Kherson area gathered avian influenza virus strains that might cross the interspecies barrier, including the H5N8 strain with a mortality of up to 40%, the Lieutenant added.

Additionally, Ukraine attempted to destroy biomaterials that were left in a biolaboratory at the Askaniya-Nova Biosphere Reserve. However, Russian military experts were able to find evidence of extremely virulent bird flu there.

It was discovered in the records collected during the special operation that the US Army's Walter Reed Army Institute of Research had been training Ukrainian people for the biological threat reduction program for numerous years.

Kirillov emphasized that although pathogens of especially hazardous diseases characteristic to particular regions are being studied, the US is also enhancing means of biological protection for its military troops.

"I will remind you that in October 2022, the United States unveiled a national strategy to counter biological threats. The document has a doctrinal nature and defines biological risk management as the US's vital priority," Kirillov said during a briefing.

In June 2022, the Pentagon admitted that the US government supported 46 biological research facilities in Ukraine for the past 20 years.

In a document titled 'Fact Sheet on WMD Threat Reduction Efforts,' the US Department of Defense for the first time revealed then the specific number of facilities its government has sponsored in Ukraine.

US-Ukraine divide widens

This week, a White House spokesperson John Kirby acknowledged that the US is investigating reports of US-made Humvees and mine-resistant vehicles that have been reportedly used in a recent assault on the Russian region of Belgorod, as stated in a report by UnHerd on Friday. The report adds that both were supplied by the US and Ukraine last year, but the US administration was quick to step out of the picture

According to a statement by US officials to NBC News, Washington has not authorized Ukraine to supply other forces with the weapons and Ukraine did not request the right, UnHerd stated, adding that the US State Department spokesperson Mathew Miller stressed that “we have made very clear to the Ukrainians that we don’t enable or encourage attacks outside [their] borders”.

That said, Ukraine's only challenge equal to waging war against its enemy on the battlefield is managing tensions with its allies. The Belgorod region came under attack in one of the largest cross-border raids into Russia during the war, as reported by UnHerd. Moreover, the report adds that two pro-Ukraine and anti-Kremlin Russian groups, the Russian Volunteers Corps (RDK) and the Liberty of Russia Legion (FRL), have claimed responsibility.

In a tweet, Ukrainian Presidential Advisor Mykhailo Podolyak claimed that his nation had "nothing to do with it" and that an "armed guerrilla movement" was opposing a "totalitarian country" and the Russian Defense Ministry blamed Kiev, claiming to have killed over 70 "Ukrainian terrorists" in suppressing the assault. The RDK commented that Ukraine had not provided direction, only medicine, petrol, food, and information, according to UnHerd.

Western fear of fueling the war

The US State Department spokesperson's statement is the latest sign of the US unease over Ukraine's attacks on Russian territory. That said, the Russian reaction to Belgorod's attack will only add to the US fear of inflaming the war, with Defense Minister Sergey Shoigu's recent vow to have an "extremely harsh" response.

Discovering US equipment in Belgorod is perceived as likely to fuel US and NATO fears of being drawn into a broader war, as reported by UnHerd. Reports suggest Belgorod is just the latest assault on Russian soil. Moreover, other US intelligence reports note that, in February, Zelensky proposed using unmanned aerial vehicles to hit Russian deployment locations in Rostov, despite American discouragement of cross-border attacks.

Lack of Oversight in Ukraine

There is a US concern over the lack of oversight within the Ukrainian system, with officials warning that some Ukrainian covert operatives work without the direct supervision or even knowledge of the Kiev administration, reported UnHerd. Yet they are still able to organize operations in Russia, often through partners working under their direction.

When Russia launched its military operation, US President Joe Biden informed Zelensky that the US would "support the Ukrainian people in defending their country." However, voids are appearing in the alliance's relationship with its most ardent supporter, states UnHerd.

Zelensky sanctions Iran for 50 years

The Ukrainian leader accuses Iran of supplying Russia with drones, while Tehran calls on Kiev to submit evidence but to no avail

Ukrainian President Volodymyr Zelensky presented a bill to the parliament calling for imposing sanctions against Iran for a period of 50 years, including seizing capital in Ukraine that belongs to Iranian citizens.

The decree specifies "sectoral special economic and other restrictive measures (sanctions) against" Iran, in addition to a complete ban on trade with the Islamic Republic and barring the transit of Iranian commodities through the country's territory.

Furthermore, the draft forbids Ukraine from transferring any technology and intellectual property rights to the sanctioned country.

The legislation lists the cabinet, Central Bank, and foreign and local security services in charge of carrying out the decree and implementing the measures.

Last week, Zelensky alleged again that Iran is sending suicide drones to Russia, saying that "the people of Iran are being driven deeper and deeper into the dark side of history."

The Islamic Republic has rejected these claims numerous times and called on Kiev to submit evidence of its allegations. Tehran even asked that both parties hold a meeting on the level of military experts to inspect any proof provided by Ukraine.

However, just as Zelensky was leaning toward the suggestion, Washington obstructed the talks, bringing back the issue to square one.

Responding to the allegations, the spokesperson for the Iranian Foreign Ministry said on Saturday that the accusations made by the Ukrainian leader are part of a "political show" aimed at turning Western attention to Kiev in hopes of gaining more aid for his country.

The claims have been previously proven to be built on "baseless allegations," Nasser Kanaani said.

"The Ukrainian side’s avoidance of expert talks with the Iranian side in order to investigate the claims confirms their baselessness and the existence of specific political goals and motives behind such accusations against the Islamic Republic of Iran," he added.

Iran has repeatedly "declared that it is against the war in Ukraine and its continuation, is deeply saddened by the suffering of the people of Ukraine, underscores the need to find a political solution to end it as soon as possible, and is ready to assist in its realization."

Kiev held its claims against Tehran since late 2022 and even called for strikes on drone production facilities in the country.

Ukrainian Presidential Advisor Mykhailo Podolyak said in November 2022 that it was necessary to conduct strikes on Iran due to Tehran allegedly supplying drones to Russia.

In March, the Ukrainian President imposed sanctions on 141 legal entities from Russia and Iran for a period of 10 years.

BRICS calls for end of Ukraine war

According to a joint statement on Thursday, foreign ministers of the BRICS nations urged the international community to strengthen the arms control system

According to a joint statement released on Thursday, the BRICS foreign ministers urge the international community to improve the weapons control system.

    The statement details how the ministers call for "strengthening the system of arms control, disarmament and non-proliferation, including the Convention on the Prohibition of the Development, Production, and Stockpiling of Bacteriological (Biological) and Toxin Weapons and on their Destruction (BTWC) and the Convention on the Prohibition of the Development, Production, Stockpiling, and Use of Chemical Weapons and on Their Destruction (CWC), and for preserving their integrity and effectiveness to maintain global stability and international peace and security," the statement said
The ministers also support discussions on a global accord to avert a space weapons race, expressing that they reassert their support "for ensuring the long-term sustainability of outer space activities and prevention of an arms race in outer space (PAROS) and of its weaponization, including through negotiations to adopt a relevant legally binding multilateral instrument."

The foreign ministers also noted how they appreciated international efforts of mediation to find a peaceful resolution to the Ukraine war.

"The Ministers recalled their national positions concerning the situation in and around Ukraine... They noted with appreciation relevant proposals of mediation and good offices aimed at peaceful resolution of the conflict through dialogue and diplomacy," the statement read.

The ministers denounced all terrorist assaults on key infrastructure, including energy plants and vulnerable targets, highlighting the necessity of ensuring energy security, noting that energy security is a "crucial foundation for economic development, social stability, national security, and the welfare of all nations worldwide."

The statement also expressed their concern with the violent situation in Sudan, calling for the cessation of hostilities and "unimpeded access of the Sudanese population to humanitarian assistance."

The ministers welcomed all international efforts of seeking a solution to the current situation in the country, as well as the evacuation of foreign citizens from Sudan.

Additionally, BRICS called for "the full and effective implementation of both the Black Sea Grain Initiative and the Memorandum of Understanding between the Russian Federation and the Secretariat of the United Nations on promoting Russian food products and fertilizers to the world markets and stress the importance of allowing grains and fertilizers to continue to reach those most in need."

BRICS express interest in increasing number member states

During a meeting in Capetown, South Africa, the foreign ministers of BRICS founding member states said that the bloc was open to new members in light of their aspiration for a greater say in international affairs.

"Our gathering must send out a strong message that the world is multipolar, that it is rebalancing and that old ways cannot address new situations," India's Foreign Minister Subrahmanyam Jaishankar said during the opening remarks of the meeting in Capetown.

"We are a symbol of change and must act accordingly," he added.

The foreign ministers called for a "rebalancing" of the international regime.

Russian Foreign Minister Sergei Lavrov said that more than a dozen countries have expressed interest in joining the bloc: saying that the group is still deliberating as they shape their approach.

"Indeed we discussed this issue [BRICS expansion] and I did discuss it with the [foreign] minister from Saudi Arabia this morning. As regards to approach of BRICS it is still being shaped, it is evolving," Lavrov said at a joint press-conference after the meeting of BRICS foreign ministers.

China's Vice Foreign Minister Ma Zhaoxu also voiced Beijing's interest in welcoming prospective applicants into the economic bloc.

"We expect more countries to join our big family," Ma said at a press conference.

This past Sunday in a village in the Kiev region, I saw about 100 conscripted young men gathered on the grounds of a kindergarten. Some were already in the uniform of the Armed Forces of Ukraine, some were still in civilian clothes. A pack of cigarettes was enough to get them talking. Soldiers rarely have cigarettes these days and ask for them from passersby.

I learned that many of the conscripts were taken from their workplaces by military conscriptors. "I was working at the Epicenter hypermarket," one man told me. "Two military men came in with the police, and the senior manager then pointed out a few people. They were taken, including me," His other colleagues turned out to be construction workers, marketplaces sellers, and workers at a local furniture factory.

In Ukraine, the conscription of men between the ages of 18 and 60 has been in full swing since last year. Since February 24, 2022, all Ukrainian males as well as females of certain professions (military and medical personnel), have been prohibited from leaving the country. The only exceptions are employees of Western NGOs, some IT specialists, and critical infrastructure workers who cannot be replaced by women. Men who do not want to fight either hide or cross the Ukraine border illegally at night. Even those previously recognized as restricted from military service, for example, due to handicap, are being subject to conscription.

There are various corrupt schemes for helping men to escape to EU countries or to obtain forged papers. The rates for such services vary from 5,000 to 12,000 euros (one euro equals US$1.09). Ukraine is the poorest country on the European continent; only its wealthy citizens can pay such money. Consequently, the trenches at the military fronts are filled with inhabitants of the poorer regions of Ukraine.

Farmers are particularly valued for military service in Ukraine because of their experience in operating tractors and agricultural machinery. They can be more easily trained to operate tanks and other military vehicles.

If a Ukrainian can afford to pay $5,000 every six months, he can simply buy a deferment each time and go on with his usual life. Medical boards check his health condition and decide if the man is eligible for military service. Having a treatable disease gets six months of deferment.

Travel outside of the country is allowed for several categories of residents of Ukraine, including those who work for Western NGOs, those working on collecting financial donations abroad for the Ukrainian army, and fathers of at least three underage children. Forged papers for such categories are bought; especially valuable are those bought from those working for Western NGOs.

The other day in Odessa, the head of the military registration and enlistment office, Yevgeny Borisov, was detained. He is accused of corruption by the State Bureau of Investigation for giving instructions to subordinates not to touch certain people, ie those who had paid bribes to avoid military service. Earlier, regional media reported that Borisov owned a car worth $250,000, imported to Ukraine under the guise of humanitarian aid and that his retired mother has purchased a residential property worth more than $3 million in the Spanish resort town of Marbella. She purchased the property last December. In fact, many Ukrainian military commissars are becoming like landlords, collecting tribute from enslaved Ukrainian men.

Many wealthy Ukrainian celebrities, including famous actors and singers, regularly pose for photos in military uniforms, but we hardly ever hear of such people being injured or killed. Rather than directly serve, most of them are assigned to raise funds and other aid to the AFU, where their status is more useful. Thus we see that having a high social status as well as high income earned from theatre performance, musical recordings and music concerts more or less automatically exempts a person from being drafted into the army. Some celebrities have also been able to illegally evacuate their children from Ukraine by paying large sums of money. For example, the grandson of People's Artist of Ukraine Sofia Rotaru was detained last year while trying to cross the Dniester River by boat to Moldova. Despite being detained, the grandson still managed to end up in France, having found a different way to escape Ukraine.

Full-time students are also exempt from conscription, as are students of European universities. In Ukraine, however, only the middle and upper classes can now afford to send a son or daughter to university.

One of the most de-motivating factors against service in the Ukrainian Armed Forces that is becoming more and more visible has been the spread of cemeteries in the country. Long rows of standardized graves of fallen AFU stretch out. Videos of these graves and cemeteries are going viral, discouraging the enthusiasm of potential Ukrainian servicemen. Although both sides in the conflict guard their casualty numbers as classified information, the Russian army is using five times as many shells every day, according to the secretary general of NATO. This obviously affects the corresponding casualty rate of the AFU. Just recently, at the end of April, the Kiev city council decided to set aside 100 hectares for a new military cemetery in the city in which 50,000 people could be buried, not counting the columbarium (a structure used in cemeteries to store and often display urns containing cremated remains, typically a wall). This will add to the already-overcrowded military cemeteries.

In Russia, meanwhile, according to Russian comrades and to Ukrainians traveling there to whom I have spoken, the situation for ordinary citizens is almost unchanged. In Moscow or Novosibirsk, there is no indication that Russian soldiers are fighting somewhere. In a large country, this effect is blurred rather than concentrated as in Ukraine. Last year, Russia announced partial conscription, after which thousands of Russian men left for neighboring countries (Georgia, Armenia, Kazakhstan, Uzbekistan) and did so quite legally and freely. Many of them remain there today. Most of them were from the middle classes in Moscow and St. Petersburg --IT specialists, media workers, some small and medium-sized entrepreneurs.

Pavel Pryanikov, a Russian opposition journalist and critic of the current Russian government, argues in his blog 'The Tolkovatel' that the main fear of Russians' is not the military situation in Ukraine but the possibility of a return to the years of the economic collapse of the 1990s. Pryanikov writes, "All sociological studies and general observations show that the main fear of Russians is not the country's Special Military Operation in Ukraine but the fear of a return to the empty shelves of the late Soviet Union. They fear total impoverishment and, in general, a return to the terrible 1990s." He stresses that Russians intuitively sense the likelihood of a return to that terrible, neoliberal period of economic collapse should they lose in the current conflict in Ukraine.

The Russian military presence in Ukraine is dominated by people from the poorer regions of the Russian Federation - the republics of the North Caucasus, the Far East, and Transbaikalia. In the Russian Federation, the level of average salaries varies greatly from region to region. The level of salaries paid to contracted or conscripted soldiers in the conflict in Ukraine is much higher than the salaries they would earn in their own regions. The high income earned by the Russian Federation from the export and sale of its natural resources covers military expenditure by the government. This is not the case in Ukraine.

The minimum, monthly salary of an ordinary Russian soldier serving in the military zone is about 200,000 rubles (2,375 euros, or US$2,600). There are additional bonuses available for those with specialized military skills. This is several times higher than the salary of a Russian soldier posted to Siberia or elsewhere in the Russian Far East. In other words, the Russian Federation relies more on financial motivation of its servicemen rather than coercion, although, as in Ukraine, poor people are more likely to end up at the warfront.

By comparison, in Ukraine, a conscripted private is entitled to 20,000 hryvnias (about 500 euros). On February 1, salaries were cut by 30 percent at the request of the IMF, as one means to fight the country's budget deficit. The pay cuts caused discontent among many Ukrainian servicemen. Ukrainian General Mikhailo Zabrodsky says in a recent interview that there is simply no room for additional funds to permit a return of salaries to their previous levels.

    NATO countries, primarily the U.S., regularly allocate billions of dollars to Ukraine for military needs. These funds maintain the Ukrainian army and state. A significant part of the funds allocated by the U.S. under the description "aid to Ukraine" does not actually leave the U.S. at all. It is serving to replenish the U.S.' own arsenals from what is supplied to Ukraine and to maintain and build the facilities of the U.S. military-industrial complex. In other words, it can hardly be considered to be aid to Ukraine
As shown by their online comments, many Russian servicemen are convinced they are fighting a proxy war against NATO and in favour of a multipolar world. They believe that when Ukraine's forces are exhausted, NATO will throw in soldiers from Poland, Romania and other countries of eastern Europe. Russian servicemen more often perceive their actions in Ukraine as a regular job. They don't voice bitterness, but neither do they express much enthusiasm.

A minority of Ukrainian armed forces personnel--holding ultranationalist views-- believe they are fighting to defend Europe from Asian hordes coming from Russia. But ordinary soldiers tend to view the military hostilities as a kind of fate - they were unlucky and did not have time to hide, but fate can still help them survive if they are lucky enough to find a basement to hide somewhere on the front line.

I am sure that after the cessation of hostilities, the ordinary masses of Ukrainian soldiers (not the ultranationalists) will quickly and easily find common ground again with their Russian compatriots in struggling for a better country and better world. This will not even require a long period to heal moral wounds.

Invisible hand prolonging war

China's Foreign Minister said on Tuesday that an "invisible hand" is exploiting the war in Ukraine and prolonging the conflict to achieve certain geopolitical goals

"Conflict, sanctions, and pressure will not solve the problem...The process of peace talks should begin as soon as possible, and the legitimate security concerns of all parties should be respected," said Qin Gang who was attending Beijing's annual parliament meeting.

The top diplomat also stressed that China supplied neither Russia nor Ukraine with weapons.

"(China) is not a party to the crisis and has not provided weapons to either side of the conflict. So on what basis is this talk of blame, sanctions and threats against China? This is absolutely unacceptable," he added.

Qing's comment comes amid increasing US warnings of consequences if China provides lethal aid to Moscow or material support or assistance to help Russia evade sanctions.

Earlier on Sunday, during a joint press conference with German Chancellor Olaf Scholz, European Commission President Ursula von der Leyen said her office found no evidence from the US that China has been supplying weapons to Russia.

When asked if China will be sanctioned if such a case is confirmed, von der Leyen said it would be addressed "only when it becomes reality."

However, because the plan did not specify that Russia must withdraw its troops from Ukraine, the West accused China of an attempt to undermine Ukraine's sovereignty at the expense of Russia.

Cambodia supports peace plan

Cambodia's defense minister stresses that there is no military solution to the conflict in Ukraine and urges countries to come forward with peace proposals

Kakhovka dam severely damaged

The head of the Kherson region says water is expected to reach ‘critical levels’ in the coming hours, and citizens are evacuating

    The Kakhovka dam in southern Ukraine was blown on Tuesday, unleashing a flood of water across the war zone, according to both Ukrainian and Russian forces who both blamed each other for destroying the dam
Reports warn against 'critical water levels' that could threaten 80 settlements, TASS reported, citing emergency services. The news outlet revealed that the damage to the dam will also lead to problems with water supplies to Crimea, citing the mayor of Nova Kakhovka.

The dam was at “unprecedentedly” high levels before today, The Washington Post’s Evan Hill reports.

On that note, Ukraine’s National Security Council announced that Zelensky will hold an emergency meeting over the dam blast.

Circulating videos on social media showed a series of intense explosions around the Kakhovka dam, and other videos showed water surging through the remains of the dam with bystanders expressing their shock.

    The dam, 30 meters (yards) tall and 3.2 km (2 miles) long, was built in 1956 on the Dnipro River as part of the Kakhovka hydroelectric power plant. It holds an 18 km3 reservoir which also supplies water to the Crimean peninsula and to the Zaporozhye nuclear plant
"The Kakhovka (dam) was blown up by the Russian occupying forces," the South command of Ukraine's Armed Forces said on Tuesday on its Facebook page, adding, "The scale of the destruction, the speed and volumes of water, and the likely areas of inundation are being clarified."

Russian news agencies said the dam, controlled by Russian forces, had been destroyed in shelling and a Russian official said it was a terrorist attack.

Ukrainian armed forces were considering flooding the Dneiper River by destroying the Nova Kakhovka dam back in October, confirming the Russian reports that came out about the matter last year, the Washington Post reported in late December.

The discussions about flooding the Dneiper came as Ukraine was launching an offensive against Russia in Kherson, with Kiev knowing that Russia was heavily reliant on the Antonovsky Bridge, the Antonovsky railway bridge, and the Nova Kakhovka dam, which is part of a hydroelectric facility that has a road on top of it, to supply its soldiers with arms, equipment, food, and other necessary goods.

"There were moments when we turned off their supply lines completely, and they still managed to build crossings," said Major General Andriy Kovalchuk, tasked with leading the Kherson offensive. "They managed to replenish ammunition. … It was very difficult."

The two bridges, the Antonovsky Bridge and the Antonovsky railway bridge were shelled with the M142 High Mobility Artillery Rocket Systems, more commonly known as HIMARS, which the United States had given Kiev.

According to the Washington Post, the Major General had mulled flooding the river at one point, putting under water dozens of civilian settlements and risking the lives of thousands. Kovalchuk said the Ukrainian fighters conducted a test strike with a HIMARS launcher on one of the floodgates at the Nova Kakhova dam, which saw them making three holes in the metal to see if this would lead the key river's water from getting raised enough to prevent - or hinder - the Russians from using the crossings.

Ukrainian attacks on Kakhovka HPP

Sevastopol governor Mikhail Razvozhaev confirms that the air defense system shot down all targets and the military forces are doing their job

Ukraine fires at Kakhovka HPP

Ukrainian troops fired 19 Vilkha and HIMARS missiles at the city of Nova Kakhovka, with three missiles hitting the Kakhovka hydroelectric power plant, according to a representative of the emergency services of the Kherson Region

Russia requests UNSC meeting

This comes amid accusations directed at Ukraine that it destroyed the hydroelectric plant to transfer military units from Kherson

Three communities in the Kherson Region's Nova Kakhovka district have been entirely flooded as a result of the demolition of the Kakhovka hydroelectric power station, according to district director Vladimir Leontiev on Tuesday.

Shelling earlier in the day destroyed the top portion of the Kakhovka facility, and according to local officials, the dam's construction was partially undermined by shelling, resulting in the demolition of three spans under water pressure.

Kherson Region officials stated that they are prepared to evacuate the Nova Kakhovka, Hola Prystan, and Oleshky districts owing to a rapid rise in water levels.

Leontiev told Channel One that 900 people have been evacuated, calling the scale of the destruction "catastrophic," adding that "at the moment, we have only three settlements in the Nova Kakhovka district flooded. The destruction is large-scale, including infrastructure."

According to Russian Defense Minister Sergei Shoigu, Ukrainian troops damaged the Kakhovka hydroelectric power station in order to shift certain military units from the Kherson direction to their assault region.

Last night, Shoigu divulged that Ukraine "committed another terrorist attack," when it destroyed the station.

"The purpose of these actions, according to available data, is as follows. After failing in offensive operations, in order to strengthen its potential, the enemy intends to transfer units and equipment from the Kherson direction to the area of their offensive operations, thus significantly weakening its positions in the Kherson direction," Shoigu stated, adding that Ukraine was attempting to thwart Russia's offensive by targeting the station.

Shoigu explained that the right bank of the Dnipro River is where Kiev has begun building up defensive positions.

The Defense Minister highlighted how Ukrainian authorities discharged water from the Kamianske Hydroelectric Power Plant (HPP) for further flooding of regions, indicating that Kiev planned large-scale sabotage in Nova Kakhovka in advance,

The upper part of Kakhovka was destroyed by shelling early on in the day but the dam itself was not, however, city authorities stated the structure was somewhat destroyed by shelling. Kherson authorities reported a potential evacuation of Nova Kakhovka, Hola Prystan, and Oleshky districts due to a sudden change in water level.

"In addition, according to the available data, the discharge of water from the Kamianske HPP has been significantly increased, which leads to even greater flooding of territories. This fact testifies to large-scale sabotage planned in advance by the Kiev regime," Shoigu concluded.

Russian Ambassador to the United Nations Vassily Nebenzia declared that Russia seeks a Security Council meeting over the Ukrainian attacks that triggered major flooding in the Kherson region. Ukraine has also requested a UNSC meeting.

"We will call one. Urgent one. I don’t know exactly the timing," Nebenzia explained to reporters.
