Bafel Talabani named PUK president

Party media and official social media accounts on Monday named Bafel Talabani president of the Patriotic Union of Kurdistan (PUK), days after rumours began swirling of a power struggle within the party

Bafel Talabani, who was serving as PUK co-chair for over a year, changed his Facebook and Twitter bios to “president” of the PUK after tensions with his cousin and fellow co-chair Lahur Talabany. The PUK’s official media outlet also named Bafel Talabani president in an article on Monday.

Last week, rumours spread that Bafel Talabani and his brother Qubad Talabani, current deputy prime minister of the Kurdistan Region, were trying to change the heads of the PUK’s intelligence agency and counter-terrorism units. The rumours were confirmed on Sunday when the brothers officially inaugurated the two new chiefs in Sulaimani.

The former heads were closely affiliated to Lahur Talabany, including his brother Polad who was head of the counter-terror unit. The replacements are believed to be closer to Bafel Talabani.

Lahur Talabany took to social media on Monday, saying the party has survived many hardships in the past, including a “gang up” over the past week, which he claimed Turkey was also involved in. He said the party's followers will not allow it to fail and PUK's enemies should "bury their dreams."

Lahur Talabany and Bafel Talabani were elected as co-chairs of the PUK in February 2020, following years of wrangling within the party over who would succeed the late Jalal Talabani, who died in 2017. The party did not hold a congress to elect a new leader until December 2019, largely because of internal rivalries. At the congress, the party adopted a co-leadership and the cousins were elected to the posts two months later.

The PUK was founded in 1975 after breaking away from the Kurdistan Democratic Party (KDP). The two parties fought a long civil war in the 1990s before agreeing to share power in a united administration. They both retain their own Peshmerga units and geographical areas of influence.

Security forces raid PUK-affiliated TV channel

Security forces raided a Sulaimani-based media channel affiliated with one of the co-chairs of Patriotic Union of Kurdistan (PUK) on Tuesday, detaining some of its employees, sources told Rudaw

The security forces broke and seized equipment, as well as detained some employees briefly, two staff members of iPLUS TV told Rudaw's Hemin Baban.

When the forces arrived, they asked everyone at the office to leave, but no one did, they added.

iPLUS TV is a new media channel affiliated with Lahur Talabany, co-chair of PUK. The channel was scheduled to start broadcasting soon.

“The channel is PUK’s property and it’s owned by the PUK, it’s a party channel not an independent one,” a senior PUK official, who spoke on condition of anonymity, told Rudaw’s Salar Sangawi.

“Anything that has been built with PUK’s money is a PUK property and it has to be given back to the PUK,” he added.

The incident comes after Bafel Talabani, who was serving as PUK co-chair for over a year, changed his Facebook and Twitter bios to “president” of the PUK after tensions with his cousin and fellow co-chair Lahur Talabany. The party’s official media also named Bafel Talabani president in an article on Monday.

Metro Center for Journalists Rights and Advocacy condemned the attack and called on the PUK to not let disputes within the party interfere with the freedom of the press.

“Metro Center strongly condemns the attack on the iPLUS channel by an armed force in Sulaimani,” the center said, asking the PUK to not let the conflicts within the party “silence and limit the freedom of the press.”

The TRAITOR Bafel Talabani strikes again

This past week, Sulaimani saw an unparalleled event in Kurdish political history. A co-president of the ruling party in the Patriotic Union of Kurdistan (PUK)-controlled zone ousted the other co-president and changed the chiefs of the security and intelligence, along with a series of other changes in the bodies affiliated with the party, who later rubber stamped them

The events did not come as a surprise to anyone who has been following the situation since Kurdish political parties took over power in the Kurdistan region in 1991. In fact it is a natural consequence of the failure of the Kurdish political parties to institutionalise the region that they have been administering for 30 years.

The frequent slogans that every party uses in Kurdistan are to provide good services to the people, separate the party from the government, non-interference in the affairs of government, independence of the judiciary, fight corruption, and unifying the Peshmerga, security and intelligence agencies under the command of the Kurdistan Regional Government (KRG). But in fact, the opposite has happened.

Thirty years later, corruption in Kurdistan is rife with wealth controlled by the political elite. The Peshmerga are still fragmented. Despite demands by the people and promises by the parties to unify the armed forces, today not only are the Peshmerga still under the command of political parties, but commanders within the parties have their own forces. Public trust in the judiciary is at its lowest.

The Kurdish struggle for freedom has historically been known as one of honour, dignity and sacrifice. It was one that distinguished right from wrong and generations have passed many proud stories from the past on to their children. Today, it is a rather difficult challenge to show our kids the right model of Kurdayeti (serving the Kurdish cause).

Political leaders are the richest and most “accomplished” in our society. They are powerful and untouchable. Their representatives in various areas of life, public, private and security sectors, come second.

Scientists, entrepreneurs, professionals, and hard-working individuals who are not beneficiaries of the patronage system are mostly second or third class citizens. Their livelihood and survival depends very much on the untouchables.

Every day in Kurdistan, you hear many stories of the vice of being a normal citizen and the virtue of being an influential party member.

In most public service appointments, loyalty to the party and its untouchables is almost the only criteria for taking key positions in state institutions. As a result, these institutions, which are tasked with the livelihood and prosperity of the general public, are seriously undermined and rendered ineffective.

It is not uncommon to walk into a public sector department, be it health, education or any other field, and find it headed by a junior or unqualified person just because of his or her loyalty to a given party or individual.

As a government employee, your smallest mistake is punishable if you are independent, and your biggest blunder is forgivable if you are in your post as a representative of your party.

It is a long list of examples of not having the right person in the right position.

No local business can continue to be successful if it does not have the backing of a senior political party member, a euphemism for kickback.

No international company can operate comfortably in any area without appeasing the local commander by awarding their circle of relatives or cronies some of their service or security contracts, a euphemism for ransom.

With this landscape, and in setting the priorities, it is only natural to see that individual political leaders’ agendas come first and the political party interests come second. The government and other institutions that are supposed to serve the people are at the bottom of priorities for any politician here.

Political parties should not be competing over power. They should have policies and strategies to provide guidance for the government and other institutions of the region with respect to governing the day-to-day affairs of the people and creating a better place for them.

This setup is not specific to one area or one ruling party in Kurdistan. They all share the same characteristics. And it is only natural for personal agendas to conflict at the leadership level.

An event like that of Sulaimani was expected, just as much as the reverse of it was also predictable. It was only a matter of who takes the first step.

In other words, the ingredients that led to the Sulaimani event are present in other political parties in Kurdistan too. As long as political priorities are like what we see today, it is only a matter of time for the same scenario to be repeated in other parties in Kurdistan if they do not change the way that they have operated so far.

Lahur Talabany gave power to Bafel Talabani

Lahur Talabany, the co-chair of Sulaimani’s ruling party the Patriotic Union of Kurdistan (PUK ) said on Monday that he has “temporarily” handed over power to his rival co-chair and cousin Bafel Talabani

“I am happy that we have taken the party route to solve the problems, the only right and permissible solution, which is to return to the leadership council, which has gained legitimacy in the congress, because we have been elected by the congress not with a coup d’etat,” Talabany said in a video message published on his Facebook page for Eid al-Adha.

“For that sake, I have temporarily given my powers to my co-president with an open heart and with my own consent until our party's internal rules are amended,” he added.

Talabany says the handover is dependent on “the formation of a committee at the politburo to investigate and follow up on all the baseless allegations and propaganda in some media and social media that were being published to mislead, and for the results to be published for the leadership council and the public.”

He also confirmed that he will step down from his position as the Kurdistan Coalition head “and will entrust its responsibility to co-chair and leadership council” of the party.

A PUK politburo member confirmed to Rudaw on Saturday that Talabany has handed over all power to Bafel. The decision was made on Thursday when the two party leaders and politburo members met to resolve tensions between the cousins, a few days after Bafel appeared to force Lahur out of his position.

Bafel and his brother, Qubad Talabani, changed the heads of the PUK’s intelligence agency and counter-terrorism units, replacing officials who were close to Lahur Talabany with others loyal to Bafel. He also changed his social media bios to “president” of the PUK, and official party media are now referring to Lahur Talabany as “former co-president.”

The offices of a channel affiliated with Lahur was also raided on July 13 by security forces who broke and seized equipment, and detained some employees.

“I think that the Peshmerga forces and the security forces should only point their guns at the face of the enemy, in the face of danger on our region and Kurdish civilians, and should not allow me or anyone else in this region to use them for their own personal purposes,” Lahur said on Monday.

PUK media did not report the handover, but said the politburo had reached a decision to solve the problem and protect the unity of the party.

The cousins were elected as co-chairs of the PUK in February 2020, following years of wrangling within the party over who would succeed the late Jalal Talabani, who died in 2017.

In his latest post on Monday, published the same time as that of his rival, Bafel referred to himself as the co-president.

“I hope we will make this Eid an opportunity to review our policies and form a new national strategy between the Kurdish political forces and parties so that we can overcome our problems together and work together to solve our fundamental problems,” he said.

PUK denies smuggling

The counter-terrorism directorate of the Patriotic Union of Kurdistan (PUK) on Friday denied any connection to smuggling. The directorate was one of the agencies that witnessed a recent power struggle at the highest level of the PUK

The Sulaimani-based directorate said in a statement published by party-affiliated media on Friday that it has no connection with “any illegal work, smuggling, extortion, or confiscation of publicly-owned land and property.”

There are allegations that PUK officials have smuggled goods into Sulaimani from Iran at crossing borders like Bashmakh, evading customs taxes and thereby reducing the Kurdistan Regional Government’s (KRG) revenues. Lawmakers from PUK’s rival, the Kurdistan Democratic Party (KDP), have accused the PUK of failing to send Sulaimani’s revenues to the government’s coffers on time and in full, leaving Erbil struggling to meet its payroll.

The counter-terrorism directorate claimed some officials have used the directorate’s name for personal gain through corruption, smuggling, and extortion.

“The truth is that some irresponsible people, against our will and on the demand of some law-breaking people, have exploited the name of this institution for illegal work and abuse public interest. These people were not officially affiliated with the counterterrorism directorate,” the directorate stated.

Some people who were allegedly involved in such corruption have been “officially dismissed and they will face court,” the statement added.

Bafel Talaban changed the heads of the counter-terrorism directorate and the PUK’s intelligence agency earlier this month, replacing officials who were close to other co-chair Lahur Talabany with persons loyal to Bafel.

Qubad Talabani, who is the deputy prime minister of the KRG, told a group of private sector stakeholders in Sulaimani on July 14 that the US Treasury is pressuring his government to put an end to smuggling and related illegal activities.

Ali Hama Saleh, a parliament member from Gorran who is outspoken about corruption at the borders, said on Friday that “No one has been arrested for involvement in the continued and systematic smuggling process at Bashmakh.”

"Those arrested are some people with no support or those who have smuggled a few kilos of chicken meat, rather than those who have taken hundreds of millions at crossings and airports and have not been arrested,” he asserted.

Arrest warrant issued for Lahur Talabany

The co-chair of Sulaimani’s ruling Patriotic Union of Kurdistan (PUK), Lahur Talabany, said on Tuesday that a warrant has been issued for his arrest as dozens of men, armed and unarmed, gathered in front of his house following moves to force him abroad

He said that he was issued an arrest warrant on the pretext of “gathering militias” when dozens of armed individuals gathered in front of his house, adding that he is ready to go to court.

Scores of people gathered in front of the co-chair’s house on Monday and Tuesday amid news of attempts to drive him out of the Kurdistan Region, to which he responded “I have decided to face this plot head on and will not leave my nation until my last breath.”

Talabany and his cousin Bafel Talabani have been at loggerheads since early July, when intelligence agency and counter-terrorism units’ leaders close to Lahur were dismissed and he was also forced out of his position by his rival and cousin Bafel and his brother, Qubad, who is also the deputy prime minister of the Kurdistan Region.

Bafel changed his social media bios to “president” of the PUK, and official party media referred to Lahur as “former co-president,” a move that was later reversed.

On July 20, Talabany said that he had “temporarily” handed over power to Bafel on the condition a committee “from the party be formed to reveal the truth regarding the accusations against me.”

Talabany announced on Monday that he has decided to “seek legal recourse through the Sulaimani judiciary and ask that all the accusations against me be resolved through the courts” and said he was told to leave the Region.

Official PUK media said mid-July a spy had been arrested in the party’s Sulaimani headquarters “and has confessed to working for the former PUK co-chair,” official media for the party reported, referring to Lahur and citing senior sources. Hours earlier, Bafel had said the shakeup in the party was to end abuse of party positions for personal gain, including “smuggling, extortion, threats, and spying.”

On Monday, a PUK-affiliated media outlet shared a video accusing the brothers of Lahur Talabany of extortion, corruption, and theft. In a video, a man identified as Bilind Ali Abdulrahman who works in the oil industry, accused Polad of “kidnapping” him in 2015 in an attempt to force him and his family to hand over money and property to Lahur Talabany’s other brother, Ako.

The two brothers were issued an arrest warrant on July 27. A source from Sulaimani’s judiciary confirmed Lahur’s arrest warrant to Rudaw as well, saying it was related to the same case.

Lahur Talabany and brothers granted bail

Lahur Talabany, the co-chair of Sulaimani’s ruling Patriotic Union of Kurdistan (PUK), and his brothers were granted bail by Sulaimani’s court on Wednesday after warrants were issued for their arrest last month amid a power struggle within the PUK

“After the plot of July 8th, a number of allegations were made against me and my brothers,” Lahur Talabany said in a statement following the court session, adding that they were granted bail after presenting “testimonies and legal evidence” that proved their innocence.

Lahur Talabany showed up to court early Wednesday morning with his brothers Aso, Ako, and Polad Sheikh Jangi. Ako and Polad have been previously accused of extortion, corruption and theft.

“I reiterate that the law is above all of us no matter what rank, position or office someone holds, and that the decisions of the judges and courts must be respected,” he added.

An arrest warrant was issued for Lahur Talabany on August 3, while two of his brothers were issued an arrest warrant on July 27.

Lahur Talabany to travel abroad

The co-chair of Sulaimani’s ruling Patriotic Union of Kurdistan (PUK), Lahur Talabany, is to “temporarily” travel abroad in three days, the politburo said in a new set of decisions that were submitted to Rudaw on Wednesday evening

The PUK said Lahur Talabany is “to travel outside of Iraq within three days, until two weeks after the announcement of the elections results,” saying his co-chair Bafel Talabani will “direct security forces to assure his safety until he travels.”

Earlier this month, scores of people gathered in front of Lahur Talabany’s house amid news of attempts to drive him out of the Kurdistan Region following a power struggle within the PUK.

“I have decided to face this plot head on and will not leave my nation until my last breath,” he said at the time.

A warrant was also issued for his arrest, but he was granted bail last week.

In a statement sent to Rudaw on Wednesday, Lahur Talabany said the new decisions are “far from reality,” claiming he has not reached any agreement with the politburo on the decisions.

In early July, Bafel Talabani and his brother, Qubad Talabani, dismissed the heads of the PUK’s intelligence agency and counter-terrorism units, replacing officials who were close to Lahur Talabany with others loyal to Bafel Talabani.

On July 20, Lahur Talabany said that he had “temporarily” handed over power to his rival co-chair and cousin Bafel Talabani on the condition of the formation of a committee “to investigate and follow up on all the baseless allegations and propaganda in some media and social media that were being published to mislead” after rumors of a power struggle in the party.

Talabany is to announce his support for the Kurdistan Coalition in the upcoming elections, the politburo added.

The Kurdistan Coalition is an election alliance between Gorran and the PUK that was announced in early May to run in Iraq’s October parliamentary elections. Lahur Talabany was the head of the alliance.

He later stepped down from his position and was replaced by Qubad Talabani late last month.

Iraq will hold elections on October 10, ahead of schedule. Early elections were one of the demands of protesters who took to the streets in October 2019 across central and southern Iraq.

There were initial attempts to form a broad Kurdish coalition for the elections, but the parties failed to find common ground and, apart from the PUK and Gorran alliance, the other parties will contest the vote independently.

Feuding PUK co-leaders met

A meeting between the feuding co-chairs of the Patriotic Union of Kurdistan (PUK) party this weekend was a “positive” step, a member of the party’s politburo told Rudaw on Monday, noting that Americans and Iranians are helping to mediate

“Yesterday’s meeting was the key to opening a door to continue meetings from now on. So this is a positive step and we shouldn’t look at it pessimistically,” PUK politburo member Latif Nerwayi told Rudaw on Monday, saying the issues between Bafel Talabani and Lahur Talabany are “complicated.”

The Sunday meeting between the rivals took place “with American mediation,” Nerwayi said, adding that “a few days ago, the Islamic republic [of Iran] as well” was engaged in helping them mend fences.

“These two friendly countries are continuously engaged as we, as the PUK, reorganize our party,” he said. “We hope the next meeting is a direct meeting held without a third party.”

The co-leaders of the PUK have been at loggerheads since early July when Bafel Talabani forced his cousin Lahur Talabany out of his position and replaced the heads of the party’s intelligence agency and counter-terrorism unit with persons loyal to himself. The PUK last week ordered Lahur Talabany “to travel outside of Iraq within three days, until two weeks after the announcement of the elections results,” saying his co-chair Bafel Talabani will “direct security forces to assure his safety until he travels.” Iraqis will go to the polls on October 10.

Nerwayi said the situation is starting to calm down. “Fortunately the stage that had a negative effect is gradually ending. If we compare yesterday to today we see now the situation is semi-normal. We are optimistic the situation will go back to normal completely in Sulaimani,” he said.

The roots of the tensions are a mix of family, political and party issues, he explained. “The issue was part family, part the party and part political. This needs a lot of time to resolve some of these issues so that the leadership can eventually make a decision.”

The PUK has an election alliance called The Kurdistan Coalition, which was headed by Lahur Talabany until he stepped down amid the power struggle and was replaced by Qubad Talabani, brother to Bafel Talabani and deputy prime minister of the Kurdistan Region.

Nerwayi said they are optimistic about the election as campaigning begins. “After happy news, we will organize ourselves better for election campaigning and make the Kurdistan Coalition successful.”

Bafel Talabani, co-chair of the Patriotic Union of Kurdistan (PUK), denied in a recent televised interview that he is pressuring his co-chair, Lahur Talabany, to leave Iraq, following a party decree last month ordering the latter politician to temporarily travel abroad

“I have not asked Lahur to leave [the country], the party has. This was for a limited time. He is free to leave or not,” Bafel Talabani told a number of Kurdish media outlets, including Rudaw Media Network, during the interview aired late Friday. “He has decided not to leave.”

Lahur Talabany, the cousin of Bafel Talabani, was effectively ousted from power in July despite maintaining the title of co-chair, unleashing a series of tense encounters within the party.

The cousins’ internal issues surfaced on July 8 when Bafel Talabani decided to change the heads of the PUK’s intelligence agency and counter-terrosim units, who were affiliated to Lahur Talabany, replacing them with people loyal to himself.

Qubad Talabani, deputy prime minister of the Kurdistan Regional Government (KRG) and Bafel Talabani’s younger brother, made the changes official a few days later.

The PUK politburo in late August ordered Lahur Talabany “to travel outside of Iraq within three days, until two weeks after the announcement of the elections results.”

However, the ousted politician claimed he would not leave until his “last breath.”

Iraqi parliamentary elections are scheduled for October 10.

Lahur Talabany said weeks after the public power struggle began that he had “temporarily” handed over power to the other co-president. However, Bafel Talabani hinted to news outlets that the co-chariship system is over - awaiting a formal decision by the party leadership to end it.

Many people have described Lahur Talabany’s fall from power as a “coup”, with the politician himself describing the ordeal as a “plot” against him.

However, Bafel Talabani, in the interview with Kurdish media outlets, denied the occurrence of any coup, instead insisting that his cousin was planning a coup.

“People say that [July] 8 was like a coup. I want to explain that it was actually the dissolution of a coup. This party had been subjected to a coup for years… Lahur exploited security forces for a coup which was dissolved by us,” claimed Bafel Talabani.

He added that his cousin had exploited his power over the party’s intelligence agency, the Zanyari, for personal gain by intervening in PUK’s internal affairs, including through elections and blackmailing leadership members.

Bafel Talabani went further in his claim, saying he has “proof” that he has been poisoned and spied on.

“I found a spy inside this house. I do not mean the spy of another party or country, but that of the Zanyari. Some say I have been poisoned. That’s true. I have been poisoned. I have proof that I have been poisoned inside my own house,” he said, adding that those involved and drugs have been discovered.

Asked why he does not publicize the “proof,” he said he may submit it to a court in the Kurdistan Region or an international court.

Lahur Talabany and his brothers - Aso, Ako, and Polad - showed up to court in mid-August and were granted bail. “After taking our testimonies and legal evidence, we showed our innocence and the esteemed judge granted us bail,” said the PUK co-leader in a statement.

Days after the July 8 changes, security forces in Sulaimani raided Lahur Talabany’s iPLUS TV, which was in the final stage to be launched. The broadcaster had claimed that their employees were “detained and hurt” in the raid. “Meanwhile, they took out some of the iPLUS equipment. Then, the security force broke some of the doors and equipment and removed some of the surveillance cameras then cut power to the building.”

The Committee to Protect Journalists (CPJ) and Reporters Without Borders (RSF) condemned the raid.

Bafel Talabani claimed that iPLUS TV was not registered and did not have a satellite frequency as well, claiming that the broadcaster was spying on people, including Masoud Barzani, leader of the PUK’s rival Kurdistan Democratic Party (KDP).

“Everyone had a folder” on iPLUS TV’s computers, said Bafel Talabani, claiming that scores of social media pages were administered by the employees of the broadcaster. He invited media outlets to see what was inside the hard drives later.

Bafel Talabani claimed the employees of the television channel are still being paid, but have been warned not to use the money for harm.

Soon after the interview was aired, iPLUS TV released a statement, denying Bafel Talabani’s claims.

Bafel Talabani “has been given wrong and distorted information about iPLUS media corporation,” read a statement from the broadcaster, published on its CEO Hiwa Jamal’s Facebook account.

It also said that during the channel’s ten months of preparation work they had been independent, calling on local media watchdogs to form a committee to investigate the claims about the broadcaster.

Both cousins reportedly had a “positive” meeting late August with the help of US and Iranian mediation.

Bafel Talabani confirmed the meeting, noting that the co-chairs have met several times since the beginning of the ordeal, including in secret meetings, but have not reached any solution.

Despite admitting to the talks, the leader says chances of reconciliation with his rival are non-existent. “It’s over,” he insisted.

PUK wants feuding co-chairs talks

The politburo of the Patriotic Union of Kurdistan (PUK) met on Tuesday to discuss resolving internal fractures and bringing the two co-chairs to the same table, a member of the party’s politburo told Rudaw as the party assesses the results of Iraq’s parliamentary election

“We entered the elections with a huge internal problem. If it were not for those problems, we believe we could have gotten ten more seats,” Farid Asasard told Rudaw’s Bestoon Khalid on Tuesday.

Three months before the vote, the party was rocked by a power struggle as Bafel Talabani ousted his co-president and cousin Lahur Talabany. Bafel Talabani said the shakeup was to end abuse of party positions such as smuggling and extortion. Lahur Talabany announced on July 20 that he had “temporarily” handed over power on the condition that a committee be formed to investigate “baseless allegations” made against him.

Running in the election in an alliance with the Change Movement (Gorran), the PUK won 16 seats, two fewer than it had in the previous parliament. Candidates who were close to Lahur Talabany did not succeed.

Asasard said the party’s problems “cannot be denied,” but will be solved. “We have set out a roadmap to solve this and we will try to find a proper solution,” he said.

A meeting between the two co-chairs is one of the main things they are working to achieve, he added, calling it the only possible solution.

The cousins’ feud was made public in early July when Bafel Talabani decided to change the heads of the PUK’s intelligence agency and counter-terrorism units, who were affiliated with Lahur Talabany, replacing them with people loyal to himself.

Previous internal rifts have led to the creation of two breakaway parties. Gorran was established in 2009 by Nawshirwan Mustafa, a founding member of the PUK. Another leadership member, Barham Salih, formed the Coalition for Democracy and Justice (CDJ) in 2018, but he later returned to the PUK in order to take up the post of president of Iraq.

Bafel Talabani met Swedish ambassador

On Sunday, Bafel Talabani, the co-President of the Patriotic Union of Kurdistan, received Jonas Lofven, the Swedish ambassador to Iraq

During their meeting, both sides shared their opinions on the formation of the new Iraqi government, the position of the Kurdistan Region between the Kurdish political forces and parties, and the strengthening of relations, especially in economy and education.

Bafel Talabani emphasized expanding cooperation and coordination between the Kurdistan Region and Sweden, expressing support and facilitation by the PUK so that traders in Sweden can help in the economic sector and participate in the development of the Kurdistan Region.

Regarding the educational process, Talabani suggested formulating a joint educational project to benefit from the advanced experiences and expertise of Sweden and to be supportive of developing the education sector in the Kurdistan Region and supporting the youth and students for improving the society and putting them in the labor market to provide job opportunities for them.

Moreover, Bafel Talabani explained the program and policy of PUK for the current stage in the Kurdistan Region and Iraq.

Talabani stressed a peaceful and political solution to problems, resorting to dialogue and discussion and considering higher interests.

He stated, "the citizen is the force factor to overcome crises," declaring that PUK insists on uniting efforts to form a new Iraqi government based on common interest and service provision and responding to the demands of all nationalities and religions.

Lahur Talabany, the recently ousted co-chair of the Patriotic Union of Kurdistan (PUK), is preparing to contest his expulsion from the party on the grounds that the decision does not align with the PUK’s bylaws

After months of tensions, Lahur Talabany and three other party members were formally expelled from the PUK on Tuesday through a decision made by rival co-chair Bafel Talabani and his allies in the PUK.

“Such decisions can only be made by the leadership council, and the council has not had a meeting,” the source who asked to remain anonymous due to the sensitivity of the issue told Rudaw English. “He had temporarily handed his powers to Bafel Talabani, that decision had a number of requirements, and those requirements have not been met and the leadership council has not held a meeting. Therefore, he will retain his powers.”

Bafel Talabani cut Lahur Talabany out of the PUK’s halls of power in early July when he changed the head of the party’s intelligence agency and counter-terrorism units who were affiliated with Lahur Talabany and replaced them with people loyal to himself, saying the shake-up was needed to combat corruption. Lahur Talabany denied the accusations made against him.

In a video message on Facebook on Tuesday, Lahur Talabany criticized the party’s performance in Iraq’s October 10 parliamentary election and the path the party has taken.

Three other PUK members, some of whom did poorly in the election, were also ejected from the party. A source within the party identified them as Shadman Mala Hassan, Ala Talabani, Zhino Mohammed.

One of the other expelled leadership members also rejected the decision on Thursday.

“This decision is void …. This decision is not based on the bylaws, and it is not in anyone’s decision to remove leadership members. Leadership members were elected in a congress vote and that is the only way they can be removed,” Hassan told Rudaw’s Bahroz Faraidoon.

After Lahur Talabany was forced out, Bafel Talabani claimed he had been poisoned by people close to his rival. Mala Bakhtiar, a senior PUK official and father-in-law to Bafel Talabani, also claimed this week that he had been poisoned and is receiving treatment in Germany. On Monday, he blamed “comrades” for the poisoning without naming anyone.

In Tuesday’s video message, Lahur Talabany said the party must “avoid these accusations” and called on the Leadership Council to convene in the near future in order to resolve the rift, saying “if there is an issue within the party, then that must be resolved through the party’s official organs.”

Lahur condemns friend's assassination

Lahur Talabany, recently dismissed co-chair of the Patriotic Union of Kurdistan (PUK), condemned on Friday the “assassination” of a police commander close to him by security forces in Ranya city in Sulaimani province the previous day. He threatened that he could “open the doors of hell on our enemies,” in reference to his rivals in the party

Sulaimani security forces said on Thursday that they had killed Murad Kani Kurdayi and two of his guards who allegedly confronted the force while they were trying to arrest Kurdayi, for reasons not yet known. A member of the security force was also killed in the incident.

Lahur Talabany, who still considers himself the co-chair of the party despite his dismissal from the party at the beginning of the month, condemned the incident in a video message on his Facebook page, warning that “we can set fire on the backs of the blood spillers who were behind the plan of martyring Murad Kani Kurdayi and his friends.”

“Up until now we have considered you as our brothers and friends, but unfortunately it seems that we were wrong. I want to assure you that we have the ability to open the doors of hell on our enemies and set all those involved in the scenarios and coup d'état on fire,” he added.

Tensions have been high in Sulaimani since July, with armed supporters of Lahur Talabany guarding his house. The PUK attempted to force him to leave the Kurdistan Region until after the October 10 Iraqi parliamentary election, but he refused.

Kurdayi’s Facebook page includes many photos of him with Lahur Talabany.

Kurdayi’s family said in a statement submitted to Rudaw on Friday that the killing of the head of Raparin police station’s legal office was a “terrorist and cowardly act,” claiming it was planned by the PUK affiliated military forces.

Bafel Talabani elected PUK president

ERBIL (Kurdistan 24) – Bafel Jala Talabani was elected as the sole president of the Patriotic Union of Kurdistan (PUK) on Sunday by the leadership council members in Sulaimani, the party announced officially

Talabani’s election marks the end of the co-leadership ruling model the party adopted in its fourth congress in December 2019. The system was demolished by amending the party’s bylaw, an official statement from the party read.

The new changes embraced were formulated in the PUK Forum held in May 2022 in Sulaimani province, where members of the party convened to discuss the new political strategy.

The internal conflict of the party came when the sensitive PUK-affiliated security agencies were taken control by Bafel Talabani, ousting the former co-leader Lahur Sheikh Jangi. He was sacked later in the party.
