Government plan to allow low-income families to own houses

No country can develop infrastructure and provide housing to its people without a suitable budget,

In the Kurdistan Region's 2012 budget, an amount of IQD 633 billion (more than USD 500 million) has been allocated for the construction of 5000 residential units for low income families and for those living in rented accommodation.

Moreover, the operational budget of the Kurdistan Regional Government's (KRG) Ministry of Reconstruction and Housing has increased by 81% and its investment budget has risen by 147% compared to the year 2008.

All these changes were approved by the Kurdish Parliament during its 37th session on June 24th 2012 as part of the Region's 2012 budget.

Although, on the last day of the discussions on the budget, all the majority and minority parliament members agreed on the bulk of articles and clauses in the draft budget and majority of the articles were approved with the votes of both sides, on the last day of the session when the whole project was approved, the opposition boycotted the session due to the failure to convince the parliament to establish a parliamentary committee to audit the revenues of the government. This became a beginning of a campaign against the budget by the opposition.

Reconstruction and housing sector

No country can develop infrastructure and provide housing to its people without a suitable budget, especially in a region where all the villages, roads are destroyed and housing problems exist. This is in addition to the continuous need for new roads, highways, bridges, tunnels and new residential projects. According to information available at the ministry of finance and economy, the budget allocated for housing projects for all the three provinces in the Region is IQD 633 billion, which will be used to construct 5000 residential units to help lower income families own their homes.

Total operational and investment budget of the Ministry of Reconstruction and Housing was IQD 310,553,000, which has increased to IQD 731,230,000.

According to statistics available at the Director General of Budget at the Ministry of Finance, the Ministry of Reconstruction and Housing has constructed 9 bridges with a total length of 1,611 meters. The cost of these projects was USD 47 million.

Moreover, statistics from the Ministry of Construction and Housing show that 827 kilometers of single passageway roads with a total cost of USD 332 million were constructed and 294 kilometers of dual passageways with a total cost of USD 487 million were also constructed, while the total budget for all these projects was USD 820 million.

Additionally, the ministry has spent USD 9.5 million for designing the ministry's projects in all the three provinces of the region.

The KRG has constructed 4,762 residential units with a total budget of more than IQD 192 billion (approximately USD 153.5 million) for the lower income families and those who live in rented houses.

Above all these, the ministry is currently implementing a project since 2011, which consists of 6,273 affordable residential units designed for lower income people, which will be sold to people on a long-term installment plan with zero down payments and at a price of USD 50 thousand and below.

Kurdistan Regional Government allocates 8bn Dinars for fixing water nets and dry wells

ERBIL, July 26 (AKnews) – The Kurdistan Region's Ministry of Municipality and Tourism has allocated 8bn IQD in an emergency budget to repair water nets and dry wells in the region.

The general director of water and sewerage Sirwan Sahand said the Kurdistan Regional Government expressed in a letter willingness to allocate the money for solving water problems in the region.

Sahand said the Ministry of Municipality approved a draft law to protect water resources and sent it to the Council of Ministers to ratify it. The draft will be sent to the parliament presidency after gaining assent from the Council of Ministers.

Directorate spokesperson Karzan Haidar announced that there are water shortages in some of Erbil's neighborhoods. Many wells receive fewer hours of electricity these days and this makes solving the problem harder.

France to export animals to Kurdistan Region

ERBIL, July 28 (AKnews) – France’s General Consul to the Kurdistan Region Frederic Tissot discussed with the region's Minster of Agriculture and Water Resources Sirwan Baban the export of animals to the region.

Baban welcomed Tissot in his office, according to a statement from the Kurdistan Regional Government.

Baban said the region is obliged by World Organisation for Animal Health’s instructions and all exported animals will be subject to the organization and the Iraqi Ministry of Agriculture’s regulations.

France is one of the advanced countries that export meat on a global level.

The consul invited Baban to attend France's international exhibition for animal technologies from December 3 to 5 in Clermont.

Some 80,000 experts and professionals are expected to participate in the event.

That video is very nice, but for some reason I think that all those people interviewed are Arabs living in hawler and not Arabic-speaking Kurds...

Btw, can Arabs get a kurdish license plate for their cars?

No Arabs must go back to their origin place to get license .

Kurds returning from diaspora do not need permits or visas but Iraqis coming to even live have to renew their stay permit every 3 months and update their address every time they move or they will be deported to the shithole they came from.

48 dams to supply Kurdistan with extra power

The total capacity of all the dams across the region is 10 billion cubic meters of water. There are currently 13 dam projects under construction and 27 more are in the study and design phase. The Farmers Union believes that controlling the water resources of Kurdistan should be a priority for the KRG and at the top of their strategic plans.

Kurdistan is rich with over ground and underground water and has a lot of rivers and springs. There are a number of large rivers in Kurdistan, which after passing through various areas of the Region, continue to other provinces in Iraq. However, just a few hundred meters from these rivers, draught is threatening the farmlands and farmers, livelihoods.

The region has vast fertile lands that are mainly irrigated by rain water, but draught in the past few years has forced the Kurdistan Regional Government (KRG) to think of constructing dams and making use of its water resources.

Director General of Dams and Water Storages Engineer, Akram Ahmed Rasul, explains that there are currently 13 dams under construction as well as a number of large dam projects in the government's 2012 budget including Gomaspan, Bawanoor, Basara and Rawanduz, three of which are ready for implementation with a budget allocated to them. Moreover, there are a number of other projects that have been designed and budgeted in the 2011 budget.

Rasul's Directorate General was established in 2007 and received a specific budget in 2009.

Rasul argues that water is more important than oil and says that if the Region's water resources are used effectively and dams are constructed, they can improve the agriculture sector and the Region can reach self-sufficiency in terms of certain food products such as wheat, barley and others.

Kurdistan's lands and weather are very good for agriculture and it is used to export some agricultural products to other provinces of Iraq and even other countries.

The destructive policy of the Baathist Regime, which was brought to an end in 2003, destroyed the majority of the Region's villages and relocated their inhabitants into forceful refugee camps. This significantly impacted the agriculture infrastructure of the region.

KRG has developed various plans for the development of the agriculture sector and has achieved significant improvements in some aspects, but the negative impacts of the acts of the Baathist Regime have still not been fully removed.

Government's negligence

Nawzad Mahmoud, Head of Kurdistan Farmers, Union, argues that KRG has been negligent regarding water and agriculture issues and believes that the water demand in the region for agriculture and drinking is slightly more than the 50% of the water it has.

Considering the draught and the threats it poses on agriculture, the Union reiterates the urgent need for controlling the region's water resources and making maximum use of them.

Issues that the Union believes that should be given priority by the government include construction of large and small dams, and water transportation facilities and concreting the water passages in the farms.

Region's Dams

There are currently 8 dams in the Region that have been completed and have water storage capacity, including Dokan Dam, Darbandikhan Dam and Harawa Dam in Suleimaniya Province, Bawashaswar and Hassan Kanoosh dams in Garmian, Hamomok in Erbil Province and Duhok and Kashkan Dams in Duhok Province.

The water storage capacity of the Dokan Dam is 6.8 billion cubic meters; Darbanidkhan is 3 billion cubic meters, Duhok 52 million cubic meters. And the aggregate capacity of all the other 5 dams is 7 million cubic meter of water, approximately 1/864 of the capacity of Dokan Dam.

Dams under construction

The new projects that are currently under construction have an aggregate capacity of 87.47 million cubic meters of water, which is less than 1% of the capacity of Dokan Dam.

Aqoyan, Jali and Razga Dwen in Erbil; Banooi Talaban and Degala in Koya; Awa Spi, Surqashan and Dewana in Suleimaniya, Xornawazan and Qadir Karam in Garmain; Shiwa Soor in Kirkuk as well as Khanas and Bedoohi in Duhok, are currently under construction.

The design of a number of other dams

Projects such as Nazaneen, Balayan, Shargha, Chamrga and Kodara in Erbil, Sartk on the Smaller Zab, Kazhak in Sidakan, Rawanduz Dam on a branch of the Greater Zab, Derana, Shiwarash, Shiwashok, Shawger, Balk, Zelan, Hashazine, Chami Rookhana, Chaq Chaq II, Khewata, Qaziawa, Bardasoor and Delga in Suleimaniya; Bawanoor in Garmian, Bidool and Basi on the Khabur River, Khlin, Kurka, Sibna II and Gali Bandawa in Duhok are respective dam projects that are in the design and study phase, forming 27 projects in total.

According to Rasul, there are a number of other dams similar to the Dokan Dam with a few differences, planned to be implemented in the future such as Taq Taq Dam, Mandawa, Bardasoor and Bawanoor.

Mandawa, on the Greater Zab River will have a capacity of 200 million cubic meters, and Bardasoor on the Sirwan River will have a 150 million cubic meter capacity.

Bawanoor Dam will be located on the south of Darbandikhan Dam with 21 meters height and 300 million cubic meter capacity. This dam can generate 50 megawatts of electricity.

The process of constructing dams and controlling water resources in the Region started three years ago, and the Arabs and Region's neighbors have been opposing the idea, but according to Rasul his government does not abandon its plans due to these opposition and they will continue to control their water resources.

Increasing underground water levels, storing water, irrigation, fishery, tourism and power are among major objectives of the majority of the dams, while in some places dams are used to control and prevent floods as well as providing drinking water.

Profile

Dokan Dam was constructed on the Smaller Zab River between the years 1954 and 1959 by a French company. It lies 60 kilometers northwest of Suleimaniya.

King Faisal put the cornerstone of the dam. King Faisal Put an Iraqi Dinar coin in the cornerstone as a sign of his era. The dam cost 14 million Iraqi Dinars of that time, at a time when a worker was receiving IQD 0.25 per day.

The height of the dam wall is 116.5 meters, the length is 260 meters. The dam is 516 meters above sea level. The area of the lands irrigated by the dam is 11,690 square kilometers.
The dam has a capacity of 6.8 billion cubic meters.

The Russian Hydro Power Station Company (HPS) constructed a power plant on the dam in the year 1970, which can produce 400 megawatts of electricity.

The source of Dokan Dam's water comes from the Smaller Zab and that of Darbandikhan comes from Sirwan River. The sources of Bawashaswar, Hamamok and Hassan Kanoosh are spring water and the Duhok Dam water comes from rain, while Kashkan dam water comes from a seasonal river.

UNDP submits report about Kurdistan Region's infrastructure

ERBIL, August 7 (AKnews) – The United Nations Development Programme (UNDP) submitted its evaluation report about socioeconomic infrastructure in the Kurdistan Region.

Economic advisor Michel Del Buono at UNDP-Iraq gave the primary report about the project to the Kurdistan Region's Minister of Planning Ali Sindi.

In the meeting both sides discussed the results and recommendations before discussing the final report, which is expected to end before September, said a statement from the Kurdistan Regional Government.

This project started in May and provides a complete evaluation of the region's infrastructure to highlight the gaps and demands of socioeconomic infrastructure especially in the health, education, electric, water, sewage, agriculture, irrigation, industry, construction, transport and tourism sectors.

UNDP will implement the project in partnership with the Kurdistan Regional Government to support the region to reach its own development objectives.

KRG signs deal with SKorean company to set up power station

ERBIL, Aug. 6 (AKnews) – The Kurdistan Regional Government (KRG) has signed a deal with the South Korean, Posko, to set up a stem power station to the tune of $700 million.

The deal was signed by the KRG Electricity Minister and the South Korean company to establish a 300 megawatt stem power station in addition to a 400 KV transforming station that will be the first such station in Kurdistan.

The station is expected to be finished in three years and will be built in Khabat town, just outside Erbil city to the west. The 400 KV transformer project will be in Bazyan town, in Sulaimaniyah province, and will be accomplished in 18 months according to the deal.
