I agree but if he was fit he would work harder for our people and yes is a good man he was actually a Peshmerga and finished his masters in commerce abroad

ERBIL, July 5 (AKnews) – The Kurdistan Region's Deputy Prime Minister Imad Ahmed said the government’s priority in its policy making process is to develop the region's infrastructure.

Ahmed stated that the government's policy is investment in all fields and priority will be given to projects that improve industrial, agricultural and tourism sectors in the region, said a statement from the Kurdistan Regional Government (KRG).

Ahmed's speech came after a meeting with KRG ministers of finance, justice, municipalities and the heads of both the environment and investment boards, as well as many officials.

Ahmed talked about setting up a proper program for rebuilding, developing and improving the investment status in the region.

The deputy PM pointed out that the region had convenient steps in the housing and building sector and this must be done in all fields, especially in agricultural, industrial and tourism sectors.

Kurdistan to export electricity in 2015

ERBIL, July 6 (PNA)- By the beginning of 2015, Kurdistan will be able to produce 6,000 Mega Watts and thus it can export electricity, Kurdistan electricity minister said.

Currently the region produces almost 2,000MWs and provides the citizens with 22 hours of power daily, Yasin Abu-Bakir said.

From the 2,000MWs some 200MWs is exported to Kirkuk and 50MWs to Nineveh.

The Ministry of Electricity with the assistance of Kurdistan Regional Government (KRG) has set a plan to increase the production capacity to 6,000MWs in 2015, the minister said.

Abu-Bakir added by 2015 certainly Kurdistan demand which amounts to 3,000MWs will be provided and the surplus will be exported.

The minister noted that the stable security situation in Kurdistan and the improvement of sustenance of Kurdistan residents have contributed in increasing the demand for power supply rapidly.

"The demand increases 15% annually in Kurdistan while the rate fluctuates between 3% and 5% in most of the countries," according to Abu-Bakir.

Yesterday KRG Prime Minister Nechirvan Barzani laid the corner stone of the first combined cycle power plant in Erbil which increases the production capacity of Erbil Plant from 1,000 MWs to 1,500MWs.

Conference in Erbil on Improving Region's Industry Sector

ERBIL, Kurdistan Region -- The Kurdistan Regional Government (KRG) is prioritizing the development of the region’s infrastructure, Deputy Prime Minister Imad Ahmed said Tuesday following a meeting attended by representatives of the commercial and industrial sectors as well as several government ministers.

The government plans to invest in all areas, Ahmed added, but will pay particular attention to projects that develop the region’s industrial, agricultural and tourism sectors.

On Monday, at the request of Prime Minister Nechirvan Barzani, the Kurdistan Federal Chambers of Commerce and Industry (KFCCI) hosted a conference in Erbil to identify impediments to the region’s industrial sector. According to the Kurdistan Board of Investment, imports – primarily from Turkey and Iran – account for around 85% of the region’s 5 billion dollar in annual international trade.

“Kurdistan is still not in a position to compete with Turkey, Iran, Korea or other countries,” Osman Shwani, Secretary of the KRG’s Supreme Economic Council, told Rudaw. “Our major challenges are due to Iraqi law as well as a lack of expertise.”

Laws and protocols

One of the legal challenges facing Kurdistan’s businesses, says Nuradin Sinjari, owner of Sinjar wool washing factory in Duhok, is that international trade agreements don’t always make provisions for the Kurdish region.

For example, the Sinjar Company exports animal products and needs to have its goods signed off by a certified veterinarian before Turkish customs will allow them across the border.

“Iraq and Turkey made a protocol to let people export,” Sinjari explains, “but there are no Kurdish veterinarians involved in this protocol or on their team. A year ago, I wanted to export my wool to Turkey but they did not allow me to get my products to Turkey [because they lacked the appropriate certification.]”

After sitting at the border for three weeks, Sinjari’s wool was finally released and sent back to Duhok, at a cost of around five thousand dollars. “We need to work on these issues to make Kurdistan’s industry more successful,” he says.

Abdulwahed Aziz, spokesperson for the KFCCI, agrees. “The KRG, as a part of Iraq, does not always have the laws it needs because the central government has not yet put them in place and we are ahead of the rest of Iraq by a few steps. The KRG has to find alternatives for that so that we can develop our industry.”

Another problem with the current legal system, says Hussam Barznji, Director of the Kurdistan Economic Development Organization, is that much of the business law still in place was inherited from Iraq’s days as a socialist republic.

“Our law is socialist law, not free market law,” he told Rudaw. “There’s no law for organizing competition or preventing monopolies; there are no laws to protect private assets or encourage local production.”

Most importantly, Barznji says, there are no laws in place to prevent political parties from owning private companies.

“Economics and political parties are mixed. All the budget and economic system is serving the interest of political parties. There must be reform to solve the problem. How can political parties be allowed to have big companies in the market?”

Infrastructure

Local industry is also in desperate need of designated industrial areas, says the KFCCI’s Abdulwahed Aziz.

“There are people who want to start projects but can’t find the right place to do that,” he says. “You aren’t allowed to [build factories] just anywhere but businessmen can’t always get the right plot. In fact there are lots of areas suitable for industry but sometimes they divide those areas in an unfair way so that plots are allocated to people who won't use it for a proper business or don’t use it at all, while those people who need the land cannot get it. The system has to be organized correctly.”

As well as designated industrial zones, says Barznji, the government must do more to make available the amenities that industry needs to flourish in the region. “Industry has many requirements – electricity, freeways, insurance, loans from banks, irrigation for agriculture. All points need improving.”

Above all, he says, the KRG needs to allocate more funds for investment. Currently, only 30% of the general budget is designated for investment while the rest goes to government salaries and running costs.

Dara Jalil Khayat, Director of the KFCCI, said following Monday’s meeting that he would be asking the government to establish an industrial bank in the region to make additional funds available to local industry.

Khayat will also write a report based on this week’s meeting to be submitted to the region’s Council of Ministers, which will in turn form a committee dedicated to the development of the region’s industrial sector.

90% of water shortage solved in Erbil

ERBIL, July 9 (AKnews) – Erbil’s Water Directorate said 90 percent of water shortage problems have been solved in Erbil and many of the city's neighborhoods had water problems in the past few months.

Directorate spokesman Massoud Mohammed said: "Erbil city had water problems from the middle of May until the beginning of June but now 90 percent of the shortage has been fixed.

"Only 10 percent of the city has water issues, such as Sarkarezan, Galwezh and Sebardan neighborhoods due to drought. It is expected that the directorate will sort this problem in the next few days."

Mohammed added that the directorate is now working on two water projects - surface-water project 3 and 4.

The neighborhoods suffering from a lack of water are 159 Gulan, Khanzad, Sarwaran 2, Raparin 2, Kuwestan and Nawroz due to power cuts.

The "new Dubai" in Iraq is attracting investors

In the capital of the Kurdistan region, there is a construction boom. There is need for everything, but there are also five-star hotels and luxury residences being built.

Twenty minutes from the new Erbil International Airport, next to the highway, it is created: the "Erbil Media City", modelled after the "Dubai Media City.", the entrepreneur Anwar Al Yasri from the Emirates wants to build skyscrapers, media studios, but also a hotel, a shopping mall and a lake at a 500,000 square meters property. Costs: €1.27 billion.

In Erbil, the "new Dubai", one luxury project after the other is launched. The capital of the Kurdistan Region is considered to be one of the most promising growth markets in the Middle East. In the former crisis region, there is demand for: water, electricity and roads are a top priority, says Mustafa Ramazan, the Representative of the Kurdistan Regional Government in Austria. The rapidly growing population also needs housing. In Erbil and its surrounding areas there are currently around 1,200 construction sites of various sizes.

Hotels planned

Even luxury projects are not falling short in this regard. By 2015, eight five-star hotels will be built in Erbil, among them also the internationalMarriott and Sheraton chains. Houses for wealthy foreigners and Kurdistanis are created in the "gated communities" such as the € 211 million expensive Korean Village. It has been two and a half years since the Austrian Hubert Czernin is also involved in the Region with his resident Czernin Middle East Group.

In Erbil, the developer planned projects worth around two billion Euros with completion by 2015. These include the "Malls of Kurdistan", with 460 stores on more than 300,000 square meters and the "Palace Hotels & Resorts", with eight villages and a hotel with 500 rooms. Construction start for the € 755-million hotel is in late 2012. The complex includes the first golf course in Kurdistan and a cable car. Also, housing projects, industrial buildings and city hotels are being planned. "We are negotiating with three major chains and will begin construction in 2013," said Czernin. He is convinced: 3 "Kurdistan is not more or less vulnerable than some European countries." He does not see the risk of a bubble and the comparison with Dubai. What is built here is really demanded and therefore creating lasting value.

Facts - investment

The foundation for the boom in Erbil was based on a new investment law which was passed in 2007. Among other things, foreign investors can purchase land, enjoy tax exemption for ten years, may repatriate their gains easily and do not have to pay any taxes related to their project. The Kurdistan region has attracted € 12.9 billion in foreign investment in the past five years. The majority of the 1918 foreign companies are from Turkey, Iran and Lebanon.
