KRG Allocates $30 Million to Impoverished Shangal Region

DUHOK, Kurdistan Region – After a visit to the Shangal region, a minister with the Kurdistan Regional Government (KRG), says, “I was surprised by the way people live there. I could not believe humans could live in such conditions. I have never seen a group of people that deserve more attention than the people of this town.”

Shangal is one of the largest towns in the disputed areas and it lies in the province of Nineveh. The district is home to 400,000 people.

The town has been ignored by the governor of Mosul. Kurdistan Deputy Prime Minister Imad Ahmed visited Shangal with four ministers late last month. The delegation pledged US$30 million to the district’s administration.

The minister, who spoke on condition of anonymity, says, “We decided to provide some serious help. We have formed a committee to monitor the delivery of assistance and the money allocated to the area.”

According to Shangal’s mayor, Mirsar Heji Salih, this is the first time government representatives have visited Shangal with aid since 2003.

“From now on, we can carry out large projects and seriously help the people of Shangal,” he said.

Khasrow Goran, former deputy governor of Mosul, admits that neither Kurdistan nor the Baghdad government has ever allocated such an amount this poor district before.

Goran, who also ran the Kurdistan Democratic Party’s (KDP) headquarters in Mosul, adds, “The Kurdistan Regional Government has done some projects in the district. But this latest allocation of money is unprecedented.”

One of the major projects to be carried out with the new funding is connecting Shangal to Duhok province. This project is to start in a few weeks.

“We will build a major road that links Shangal to Duhok directly,” says Yezdin Khalaf, chairman of the Shangal municipality.

“The Mosul municipality has not carried out any projects in Shangal, except for approving a road project between Shangal and Mosul. And that has not even been carried out; it’s just a road on the map,” he says.

With KRG’s assistance, Khalaf says, his municipality plans to work on water projects and public parks.

The mayor of Shangal says that the funding promised by the KRG delegation dwarfs any money ever given by the central government.

“Last year, Baghdad provided a 17 billion Iraqi dinar budget to Shangal, but only three-quarters of the budget was actually used,” mayor Salih says. “However, the money allocated by the KRG is 40 billion Iraqi dinars. This is equal to three years of budget provided by the Iraqi government.”

Ido Baba Sheikh, the representative of the Patriotic Union of Kurdistan says that with the recent visit the KRG made up for years of neglect of the area.

“The visit of the Kurdistan government was planned this time,” he says. “They made up for the earlier neglect of the district.”

After the KRG visit to Shangal, Iraqi Prime Minister Nuri al-Maliki held a cabinet meeting in Mosul. Shangal administration officials say that, in terms of projects, “the meeting did not offer anything new.”

Ali Awni, a member of the KDP leadership council and head of the party’s tribal leaders’ council, says, “This area is called disputed, but all the projects are paid for by the Kurdistan Regional Government. Baghdad does not send a budget to the district.”

Awni suggests that the KRG “pay attention to the demands of Makhmoor, Sheikhan and other districts in the area.”

Dr. Rekawt Hama Rasheed, minister of health in the KRG, says that health assistance would be provided for Shangal.

“Besides the allocated budget, we will send medical equipment,” he says. “We will do whatever we can to help. As for those things that we cannot do, we will ask the Kurdistan Council of Ministers for help.”

KIRKUK, June 12 (AKnews)- A population census in central Kirkuk is running and the initial outcomes show that 400 families of Arab settlers who received compensation have not returned to their homes in other Iraqi provinces.

The headmen for each neighborhood are conducting the census which will run until July 1, said Kirkuk Mayor Kamil Salayee.

Salayee said the items on the form which the 127 headmen distribute are intended to distinguish the aboriginal residents of the city from the settlers and illegal refugees.

He added the form includes information on the family and its members but it avoids questions as ethnicity or religion "due to the sensitive situation in Kirkuk."

The ownership of the multiethnic oil rich Kirkuk is disputed mainly by Kurdish government and Baghdad. Article 140 of the Iraqi constitution, which was due to be fully implemented by end of 2007, is set to end the dispute.

The article, which many regard as annulled, sets forth a three stage process for indicating the owner of the province as well as some other multiethnic areas in Nineveh, Salahaddin and Diyala provinces.

The first stage is normalization, whereby the Arab settlers will be paid compensation to return to their homes in southern and Iraqi provinces and expelled Kurds to Kirkuk after receiving the damages. The second phase is conducting a population census and the third a public referendum on whether the population prefers to be ruled by Baghdad or Erbil.

Unofficial figures set the population in central Kirkuk at 1,400,000.

Kirkuk mayor said that so far it has become clear that 400 Arab families who have already been allotted the compensation have not left Kirkuk.

These families were brought to Kirkuk during the Arabization process, in order to change the demography of the province.

The families will face court, Salayi said.

The official added the current figures also show that more than 1,000 families have settled in Kirkuk illegally.

They also will face investigation, according to Salayee.

WTF is wrong with that racists? They are illegal racist baathis settler, they dont compensated the Kurds, they burn all kurdish villages and thousands of Kurds. And for this barbarisim they received compensation and they still dont leave Kirkuk.

They show us that the tolerance way dont work, we should search new way to send them out from our land.

Don't give them jobs, money, electricity, water,and increase military&police presence, but we have to wait, till the other parts get annexed into Kurdistan Region...If other countries ask why, then we say we are saving money, it's useless to give those ba'athists as they use the money to produce bombvests.

ERBIL, June 13 (AKnews) - Some 55,000 families have returned to Kirkuk since the collapse of the former regime in 2003, transferring their food forms from Erbil, Duhok and Suli to the city.

Head of Kirkuk’s immigrants and displacement directorate Ali Najm said: "A small amount of displaced citizens registered their names in our directorate due to a lack of public service and security in the city and problems related the two managements in the Kurdistan Region.

"If all the displaced people decide to return to Kirkuk, the size of displaced citizens will be considerably bigger."

So far 47,276 members from 55,447 families have returned to Kirkuk.

Some 133,652 members from 26,412 families have returned to Erbil, while 140,555 members from 28,674 families have ventured back to Suli.

Some 193 citizens from 193 families have returned to Duhok, and 840 people from 361 families have returned from Europe and Iran.

guys great news !!!!!!!!!!!!! :-D

laylan district is now free of arabs , after receiving 140 compensation the region is now free of arab settlers , 400 families have packed up and left the district . my mum has agricultural lands here and she has got them back , it is great news and article 140 is getting close to be implemented even if iraq doesnt conduct a census . the area evacuated is 52,000 donum :D. What is the KRG waiting for? Annex it immediately to our region and set up Kurdish governmental offices and schools there!

Census to be held through neighbourhood councils

iraq going thru hardcore crisis and iraq can delay article 140 but we are working on making Kerkuk ready for annexation thru different ways :-D .

The Kirkuk mayor says some forms will be distributed to neighbourhood councils to hold a census for Kirkuk residents.

Kamil Salaiyie said the step is important for every family in Kirkuk as their rights will be protected. The deadline for filling out the census forms is July 1.

According to Salaiyie, 90% of the forms have been filled out and put on a CD, as they will be sent to the Data and Statistics Office after completion to ascertain how many families and people live in Kirkuk.

The forms were divided into four types according to Salaiyie with “The first type for those who are registered on the 1957 census, the second for those who are registered on the Immigration and Displaced office. The third is for those who are residing on the consensus of the governor, as the fourth for those who are residing here illegally.”

Salaiyie said those who do not fill the forms will not be considered for employment and the concessions given to the indigenous people of the city.

Kirkuk and disputed areas hold a special importance for us

Nawshirwan Mustafa, leader of the Change group and the biggest opposition bloc in Kurdistan says Kirkuk and the other disputed areas hold a special importance to them and for Iraq as a whole.

The Sbeiy website which belongs to the Wusha Company says Mustafa expressed some remarks concerning Kirkuk on June 17, where a meeting was held between him and his cadres in different areas of Kurdistan. Mustafa was explaining the current political tensions in Iraq.

While explaining the importance of the implementation of Article 140 of the Iraqi constitution concerning the disputed areas, he considered their block elections in the disputed areas such as Kirkuk and Duzkhurmatu as important, saying that “Kirkuk and the disputed areas hold a special importance for us. We hope to arrange elections there as we did in Sulaimani and Erbil without any shortcomings.”

The Change movement’s internal elections are to be held on Friday June 22 in Kirkuk and Duzkhurmatu.
