They should but they won't do it, at least, not immediately. All Foreign policies are stuck to old habits and old conceptions of the world. They are afraid to move one finger, incase of a general collapse of Middle -Eastern States. But because of their refuse to change, that is precisely happened : all these states collapse, one after one, like a house of cards.
