Return of Yazidis to Shingal

Kurdistan President Nechirvan Barzani on Thursday received the prominent Yazidi activist Nadia Murad, discussing the return of Yazidis, who were displaced in 2014 due to the Islamic State (ISIS) attack on Shingal, to the town, according to a statement from the Kurdish presidency

    “The purpose of the meeting was to discuss the Yezidi community’s current situation, particularly the process of repatriating Yezidi IDPs from camps to their homes in Shingal (Sinjar) and the surrounding areas,” read the statement from the Kurdistan Region Presidency
“The role of international organizations in providing assistance and support to the Yezidis was also a topic of discussion, as well as the inauguration in Shingal on Wednesday of a memorial dedicated to the victims of the Yezidi genocide,” it added.

Murad is a Nobel Peace Prize laureate and a survivor of ISIS atrocities

A memorial commemorating the Yazidi people’s genocide at the hands of the ISIS was inaugurated in the community’s heartland of Shingal on Wednesday.

“It is a beautiful and moving monument, as strong and resilient as the survivors who designed it, and as enduring as the murdered Yazidis who inspired it,” said Murad in her remarks at the memorial’s inauguration, expressing hope that the tribute provides solace for her community.

On August 3, 2014, ISIS militants took over the Shingal district of northern Iraq, committing genocide against the Yazidi minority. Thousands fled their homes as the militants systematically killed men and older women, and enslaved younger women and children. More than 5,000 Yazidis were killed in the genocide.

President Barzani and Murad “agreed on the significance of peace and stability in the Yezidi areas, which is crucial for the safe return of Yezidi IDPs to their homeland. The challenges faced by the Yezidi community were also addressed during the meeting. Additionally, gratitude was expressed towards the countries that have extended their assistance to the Yezidis in various capacities,” stated the Kurdistan Region Presidency on Thursday.

    A myriad of different armed forces with differing allegiances are currently present in Shingal. Said groups gained a foothold in Shingal following the ousting of ISIS
Erbil and Baghdad in 2020 signed an agreement over the governance and security of Shingal in order to “normalize” and resolve a number of issues that have prevented the return of the area’s inhabitants who fled ISIS war.

    Only 40 percent of Yazidis have returned to their homes, according to official figures provided by Kurdish officials. Insecurity, political tensions and lack of basic services are among the main obstacles before the return of IDPs to Shingal

Mount Sinjar Military Movements

There are extraordinary military movements underway on Mount Sinjar alarming to Yezidis, amid ongoing tensions between Israel and Palestine and recent reports of missile launch preparations potentially targeting Israel

    A veteran Yezidi commander, Sheikh Zedo Baadri, on Thursday told BasNews about "mysterious military movements" on Mount Sinjar, which he said is spreading fear and concern among the Yezidi populations in the town of Sinjar
The mountain is reportedly the highest peak that is closest to the State of Israel.

Under Saddam Hussein's rule in 1991, the Baathist regime fired 39 missiles targeting Israel from Mount Sinjar, and encouraged other Arab states to make it 40. Analysts have been drawing parallels between then and current events in the Middle East.

    On Wednesday, a journalist representing both Al-Arabiya and Al-Haddad channels raised concerns, claiming there were ongoing preparations for a potential missile launch aimed at Israel from Iraqi territory, with Mount Sinjar as the launchpad

    Sinjar and Mount Sinjar are currently under the control of the Kurdistan Workers' Party (PKK) and pro-Iran Hashdi Shaabi militias
Last week, the pro-Iran Kata'ib Sayyid al-Shuhada forces in Iraq expressed readiness to enter into war with Israel amid an escalating conflict with Palestine. Kata'ib Sayyid al-Shuhada is affiliated with the Iran-backed Hashd al-Shaabi militias.

This follows an escalation in the Israel-Palestine conflict, which reignited when Hamas carried out a surprise, deadly attack on Israel two weeks ago. Recent clashes have resulted in thousands of casualties on both sides.

Nineveh Governor's Sinjar Visit

A senior Kurdistan Regional Government (KRG) official shed light on the intricate web of coordination required for the governor of Nineveh to visit Sinjar, a town within his jurisdiction

Dindar Zebari, the head of the KRG Office of the Coordinator for International Advocacy, made these remarks during a conference in Erbil, focusing on the Future of Yezidis in Kurdistan, Iraq, and the Diaspora.

Zebari's statement underscores the extent of control exerted by various security actors, particularly militia groups, in the Sinjar region. He revealed that the Nineveh Governor, Najim Al-Jubouri, has to coordinate with multiple parties to gain access to Sinjar, emphasizing the challenging nature of the situation on the ground.

    The situation in Sinjar has been further complicated by the presence of armed groups, including the Kurdistan Workers' Party (PKK) and pro-Iran Hashd al-Shaabi militias. These groups have maintained a presence in the area since 2014, despite international calls for their withdrawal to create a safe environment for the return of displaced families
In a related development, Japanese Ambassador to Iraq, Futoshi Matsumoto, recently reported that a PKK-affiliated group had denied access to over 1,000 Yezidi students in Sinjar. These students were seeking education at a school funded by Japan, but their access was blocked by the said group.

The situation in Sinjar remains a subject of concern, with the KRG and the Iraqi government having reached an agreement in October 2020, brokered by the United Nations, to normalize the situation in the region.

    This agreement aimed to expel ALL armed groups from Sinjar, creating conditions conducive to the safe return of displaced families. However, the implementation of this agreement has faced challenges, and the situation in Sinjar continues to be complex and contentious

Yazidi child back under protection

A kidnapped Yazidi child who last year was handed over by the Turkish Ministry of Family and Social Services to a family associated with the Islamic State terrorist group has been placed under state protection again following a news report revealing her ordeal, which led to outrage, the Artı Gerçek news website reported on Thursday

A report by Artı Gerçek earlier on Thursday revealed that the girl, who was abducted and taken to Turkey by ISIS in 2017, was offered for sale on the dark web and later rescued from an ISIS-affiliated family in Ankara in 2021, was handed over to the same family in June 2022.

An operation carried out by police and intelligence teams in Ankara resulted in the rescue of the child in February 2021. The details of the raid and the child’s rescue were made public through a press release and video footage.

Iraqi citizens Anas V., Nasır H.R. and Sabbah Ali Oruç had been questioned over allegations of kidnapping the child and holding her hostage in their homes. Anas V. and Nasır H.R. were released under judicial supervision on Feb. 27, while Oruç was arrested.

In an indictment accepted by a court on March 8, 2021, all three were charged with membership in the ISIS terrorist organization and involvement in the organization’s leadership.

Charges were also filed against Oruç on accusations of “international human trafficking.” According to the case file, the Yazidi girl, who was handed over to an orphanage affiliated with the ministry by Ankara police on Feb. 24, 2021, was sent to the ISIS-affiliated family on weekends approximately three months later.

Artı Gerçek said, citing a document in the possession of the lawyers linked to the case against Oruç, that the child was handed over to the ISIS-linked family on June 21, 2022, by orphanage officials, after the protection order was lifted with the ministry’s approval.

According to another report by Artı Gerçek later on Thursday, the Ankara Governor’s Office announced after Artı Gerçek’s initial news report exposed the girl’s ordeal that she was replaced in state protection and that Oruç had been arrested.

The Ministry of Family and Social Services also released a written statement saying that the Yazidi child was again put under the protective care of the government “to prevent any harm.”

Artı Gerçek said the government “took a step back” in response to the angry reactions that followed after their news report revealed with documentation that the child had been handed over to Oruç’s family.

The first hearing in the trial of Oruç on charges of international human trafficking took place on Thursday. Despite objections made for the child’s protection, the court decided to postpone the trial to a later date without making a decision to address the situation.

The Yazidi girl’s own family was believed to have been killed in the ISIS massacre in the Sinjar district of northern Iraq in August 2014.

The Yazidis are a Kurdish people who follow an old religion related to Zoroastrianism but which has remnants of Hinduism, Judaism, Christianity and Islam. Their origins are in Iran, Iraq and Turkey. In Iraq they have been persecuted so many times in the last couple of decades that some have fled to Turkey in the hope of finding safety and the possibility of moving to the West.

Starting in 2014, ISIS carried out a massacre of Yazidis who were living in the Sinjar district of northern Iraq, killing Yazidi men and forcing Yazidi women into sexual slavery. Many Yazidis had to leave their homeland in Upper Mesopotamia. Some 5,000 Yazidis were reportedly killed during the massacre after the withdrawal of the Kurdistan Regional Government’s Peshmerga force, leaving the Yazidis defenseless.

Effort to Stabilize Sinjar

Iraqi Prime Minister Mohammed Shia’ al-Sudani has stressed the need to stabilize the Yezidi majority-populated region of Sinjar in efforts to facilitate the return of all displaced families

The Prime Minister made these remarks during a meeting with a delegation of Sinjar residents, with whom he highlighted several topics, including the situation in the town, his office said in a statement.

“During the meeting, His Excellency was briefed on the living and economic conditions in Sinjar district, highlighting the pressing need for reconstruction and the inadequate services it currently lacks,” the statement added.

The continuous displacement of residents is a direct result of the lack of effective local governance in addressing public concerns and meeting the needs of the people. Furthermore, there was a call for the disbursement of designated financial compensation.

Sudani underscored the government's significant focus on the Sinjar district due to the profound suffering endured by its residents as a result of terrorism.

“He expressed the government's responsibility to support and bring justice to the community, underlining the government's commitment to making decisions that align with their significant sacrifices and their determination to stay in their homeland,” the statement continued.

The Iraqi Prime Minister acknowledged the delicate phase Iraq and the region are currently navigating, emphasizing the need for increased effort and collaboration to secure and stabilize the entire country. The goal is to facilitate the return of all displaced individuals to their original places of residence, including Sinjar town.

Yazidis return to Shingal

Kurdistan: Iraq’s Ministry of Migration and Displaced on Wednesday announced the “voluntary” return of over one thousand displaced Yazidis to Shingal (Sinjar), after years of living in Duhok camps

A batch of 1,150 displaced Yazidis residing in the internally displaced persons (IDP) camps in Duhok returned to their original places of residence in Shingal and surrounding districts and villages, announced Minister Evan Faeq Jabro.

“The coming days will witness another voluntary return of the displaced from the Dohuk camps to their areas in Sinjar,” a statement from the ministry cited Jabro as saying.

Yazidis in Shingal were subjected to countless heinous atrocities, including forced marriages, sexual violence, and massacres when the Islamic State (ISIS) captured the town in 2014, bringing destruction to many villages and towns populated by the minority group. They were forced to flee to displacement camps across Iraq and the Kurdistan Region.

    According to the International Organization for Migration (IOM), around 80 percent of Shingal’s public infrastructure and 70 percent of civilian homes were destroyed during the years of the ISIS war from 2014 to 2017. Fundamental services such as electricity and water are not consistently available, and numerous health and education facilities are yet to be reconstructed after being destroyed during the war
Naif Saido, mayor of Shingal, told Rudaw in August that 60 percent of Shingal residents still live in IDP camps and houses in the Kurdistan Region, mainly in Duhok province. He blamed political and financial factors as well as the Iraqi government’s failure to rebuild the houses that were destroyed during the war with ISIS.

In June, Srwa Rasul, head of the Kurdistan Regional Government’s (KRG) Joint Crisis Coordination Center (JCC) told Rudaw that the returning families to Shingal are often re-displaced due to the unfavorable conditions in the town.

Political disputes over the town between the federal government and the KRG, as well as the presence of several armed groups, have disrupted the reconstruction of the town. A Human Rights Watch (HRW) report in June slammed Iraqi authorities for failing to adequately compensate thousands of Yazidi families who bore the brunt of ISIS’ atrocities.

Baghdad and Erbil signed an agreement in 2020 to normalize the situation in Shingal but the deal has yet to be implemented. The United States has repeatedly called on the Iraqi and Kurdish governments to “immediately break the political deadlock” in the town.

    Shingal was liberated from the militant group in late 2015, but there is now a myriad of armed forces in the town with various allegiances, including the Kurdistan Region Peshmerga, pro-Iran Popular Mobilization Forces (PMF, or Hashd al-Shaabi in Arabic), and groups affiliated with the Kurdistan Workers’ Party (PKK). They gained footholds in Shingal after ousting ISIS

MSF activities at General Hospital

Five years after our first efforts to restore people’s access to medical services in Sinuni district, in Iraq’s Ninewa governorate, Médecins Sans Frontières (MSF) has handed over our medical activities in the Sinuni General Hospital to the Ninewa Directorate of Health and to another humanitarian organisation

Located north of Mount Sinjar, in the northwest of Ninewa governorate, Sinuni town and the surrounding area came under the control of the Islamic State (ISIS) group from August to December 2014, when it was the scene of extreme acts of violence, mainly targeting the Yazidi community. Today, the people of Sinuni have come a long way on their journey towards recovery.

MSF teams started working at Sinuni General Hospital in August 2018.

“When we arrived, the hospital was only providing very basic services, with limited supplies and few medical or technical staff,” says Baroj Hussein, MSF head of mission advisor in Iraq. “Even water and electricity supplies were not constantly available.”

“We were warmly welcomed in Sinuni,” says Hussein. “The community already knew us very well, as we were providing our medical services in displacement camps and informal settlements where people from the community had taken shelter in the Kurdistan region.”

MSF’s aim in Sinuni was to restore healthcare services for the local community and for people returning to the area. We started by fully rehabilitating the hospital building and putting in place everything the hospital needed to function smoothly. Next, our teams started providing emergency medical care, maternity care, and care for children and newborn babies.

Following the end of the battle to retake Sinjar district from the ISIS group, displaced people started returning to their homes. Having a fully functioning hospital in the area was an incentive for them to return.

“Displaced people became more confident in coming back home because MSF was there, at a time when no other maternity services were available,” says Khalfa Ilyas, MSF midwife supervisor at Sinuni General Hospital.

Most former residents of Sinjar region chose to return to Sinuni town, because it was relatively undamaged and because security was restored there sooner than elsewhere in the region.

“When we first set foot in Sinuni in early 2018, the place felt like a ghost town, despite some people having returned there,” says Hussein. “People rarely ventured out in public, and life seemed to have come to a standstill. People had nothing and could not access anything as businesses and services were not restored.”

Many people from the Yazidi community suffered immense psychological trauma during the time the region was under ISIS control and while displaced. Recognising that people in Sinuni required more than just physical healing, MSF introduced comprehensive mental health services. By providing counselling, psychological support and psychiatric care, our teams addressed these invisible wounds.

These activities were carried out both in the hospital and within the community, with MSF health promotion teams raising awareness about mental healthcare and making sure that local people knew how to access these services.

During the 2022 COVID-19 pandemic, we expanded our services by setting up a seven-bed isolation unit to treat patients with mild and moderate forms of the disease and to help stop the virus from spreading, while bringing in essential supplies.

“MSF entered the picture when the community had nothing,” says Elias Musa Ali, a community member and former MSF watchman. “During the darkest days of the COVID-19 pandemic, when much-needed personal protective materials were scarce, MSF stepped in with vital supplies. The overall support MSF provided left an indelible mark on Sinuni."

Throughout their five years in Sinuni, MSF teams also focused on passing on their expertise, building capacity and investing in the training and professional development of local healthcare professionals.

MSF completes handover of activities to Ninewa Directorate of Health and International Organization for Migration

“What distinguishes the Sinuni community is their remarkable capacity for development and their determination to find solutions,” says Jana Wessendorf, MSF project coordinator in Sinuni. “Without their welcoming and close cooperation, it would have been very challenging for us to succeed. I am confident that they can complete the journey, even when confronted with challenges and obstacles in this complex region. This is a resilient community full of hope.”

In September 2021, observing the recovery of the hospital and staff capacity with MSF support, and recognising the importance of sustainability and local ownership, we handed over the maternity and paediatric departments to Ninewa Directorate of Health, while continuing to provide them with logistical support.

In January 2023, we made the decision to transition all our remaining responsibilities to local health authorities. This decision underscores our core principles as an emergency response organisation, focused on addressing acute needs following a crisis and restoring healthcare services.

By the end of October 2023, MSF teams handed over mental health care services to the International Organisation for Migration (IOM), while the remainder of MSF’s activities were handed over to Ninewa Directorate of Health.

Iraq Returns 487 Yezidis to Sinjar

The Iraqi federal government has facilitated the return of 487 Yezidi displaced persons (IDPs) to Sinjar, according to the Ministry of Displacement and Migration

While this marks a positive step for some, the Iraqi federal government had previously pledged to enable the return of all the displaced Yezidi families, numbering approximately 200,000 individuals.

    Despite nearly eight years passing since the expulsion of the Islamic State (ISIS) from the region, around 200,000 Yezidi IDPs from Sinjar have not yet been permitted to return to their homeland. This issue persists primarily due to the presence of Kurdistan Workers’ Party (PKK) fighters in the area
In August 2014, ISIS militants attacked Sinjar, resulting in the massacre of hundreds of civilians and the abduction of over 6,000 Yezidis, the majority of whom were women and children.

An agreement signed between the Kurdistan Regional Government (KRG) and the federal government in October 2020 aimed to normalize the situation in Sinjar and facilitate the return of displaced people to their hometowns.

    The agreement stipulated that all armed groups, including pro-Iran Hashd al-Shaabi and PKK fighters, were to withdraw from the area. However, the federal government has not yet fulfilled its commitment to implement the accord fully.

Turkey Targets PKK in Sinjar

Turkish security forces in a drone attack overnight targeted a vehicle of an armed group affiliated with the Kurdistan Workers’ Party (PKK), killing two amid the country's expanding operations against the PK

The drone attack happened in the subdistrict of Snune near the Yezidi hometown of Sinjar. The vehicle belonged to the Sinjar Resistance Units (YBS), an offshoot group of the PKK, according to a statement from Kurdistan Region's Counter-Terrorism Unit.

The persistent conflict spanning decades between Turkey and the PKK has significantly affected the Kurdistan Region, leading to numerous civilian casualties, the displacement of thousands of villages, and the abandonment of multiple mountain resorts and valuable agricultural land.

Yazidis Return Home from Zakho

Iraq's Ministry of Migration and Displacement has announced the voluntary return of as many as 375 Yezidi internally displaced persons (IDPs) to their places of origin in Sinjar

The IDPs were residents of Bersive camp in Duhok’s Zakho district, Iraqi News Agency reported on Monday.

The voluntary return was facilitated through coordination with security forces and local government departments.

The International Organization for Migration (IOM) assisted in transferring their furniture, and the returnees will reportedly be receiving necessary relief and humanitarian aid.

The ministry announced the return of at least 170 Yezidi IDPs from Sharya camp in Duhok province to their places of origin in Sinjar last week as well.

Rojîn kidnapped by ISIS

On August 3, 2014, ISIS attacked the Yazidi town of Shengal (Sinjar) in the Kurdistan Region of Iraq, killing thousands of children, women and elderly people and kidnapping thousands of women and youngsters

Rojîn Hadid Talal is one of the thousands of people abducted during the Shengal genocide. Rojîn, who was a child when he was abducted, returned to the Yazidi House in the Cizire Region of North-East Syria at the age of 17. The Yazidi House helped Rojîn reach his relatives in Shengal.

On November 26, Yazidi House in Cizire Region announced receiving Rojîn Hedîd Telal (17), from the village of Herdan in Shengal, from the Internal Security Forces in Hesekê.

The ISIS gangs who abducted Rojîn took him all over Syria and finally to Idlib in 2019.

    According to Yazidi organizations, ISIS gangs abducted 6,417 Yazidis (3,548 women and 2,869 men). A total of 3,739 Yazidi citizens, including 1,203 women, were freed as part of the rescue operations. However, the fate of hundreds of children remains unknown so far
Rojîn, who was kidnapped by ISIS gangs in his childhood, is full of pain, anxiety and sorrow after the gangs tore him away from his family and took him to Syria. With his abduction, his story of being sold as a slave in the markets controlled by ISIS gangs begins.

Rojîn still feels great fear and anxiety after what he went through at the hands of ISIS gangs. The young boy, who faced great brutality during the years he was held captive, is still traumatized by these inhumane approaches. Speaking to ANHA, Rojîn said that he did not remember anything about the details of his abduction and the pain he suffered.

Rojîn stated that he was abducted from Herdan village in Shengal, transported to Syria and taken around in many regions. His torment of being dragged along in different parts of Syria ended with the defeat of ISIS in its last stronghold, Baxoz. The gangs had bought him from a gang called Ehmed.

When the Syrian Democratic Forces (SDF) reached the town of Baxoz and besieged the gangs, Rojîn had to relocate again. At that time, he went to Hol Camp with an Iraqi girl from the family of ISIS gangs. From there, he made it to the Idlib city, which is under the control of the occupying Turkish state and gangs, through smugglers who helped ISIS families to escape.

Now 17 years old, Rojîn still remembers his family. However, he could not reach his family because he was held by ISIS and that his family was also kidnapped by the gangs.

The boy stated that he did not remember the details because he was young at the time, except for the pressure put on him by ISIS gangs to convert to Islam.

After Rojîn had the chance to reach his brother, who then communicated with the Yazidi House. The Yazidi House said they were very happy that Rojîn was free now and returning to Shengal.

Thousands of Yezidi women in ISIS custody

ERBIL (Kurdistan24) – More than 2,000 kidnapped Yezidi women are believed to be in ISIS custody even though the militant group no longer holds territory, a KRG official told Kurdistan24 on Monday

Remarks by Parez Omer, the head of the gender department at Kurdistan Region’s Ministry of Culture and Youth, to Kurdistan24 came on the sidelines of a conference the ministry held in Erbil on the Yezidi genocide.

    “Although Daesh [ISIS] no longer rules territories, 2,640 Yezidi women are still in their custody,” Ms Omer said
Kurdistan Region’s rescue office for Yezidi women has so far been able to free 3,575 girls and women.

The survivors and rescued are going through a “distressed mental state”, she said, urging all sides to help support the community.

The Kurdish officials in late September freed another girl.

In Aug. 2014, ISIS militants attacked the Yezidi-majority town of Sinjar and nearby villages, killing at least 5,000 Yezidis as well as enslaving about 6,000 women and minors. Around 400,000 others were displaced by the offensive.

In a conference this August, Kurdistan Region President Nechirvan Barzani stated that 1,244 kidnapped Yezidi girls, and women, and 1,402 men, and youth are still missing.

Moreover, he said that strong efforts by the Kidnapped Yezidi Rescue Office resulted in the rescue of at least 1,208 women, 339 men, and 2,023 children.

“As long as there is one Yezidi kidnapped left, this section of my office will remain and will continue to find and rescue the kidnapped," the Kurdish president said.

Kurdistan Prime Minister Masrour Barzani extended heartfelt wishes to Yezidis across the Region, Iraq and globally as they celebrate Rojî yên Êzî Eid, pledging his support for them

The Kurdish leader reiterated his cabinet's commitment to safeguarding their rights and providing assistance for the reconstruction of the war-ravaged Sinjar district, facilitating the return of internally displaced persons (IDPs) to their homes.

Sinjar suffered immense devastation during the Islamic State's (IS) takeover of the Yezidi hometown, leading to the displacement of numerous Yezidis who faced appalling atrocities due to their religious beliefs.

The prime minister's message highlights the critical necessity for regional and international humanitarian assistance in Yezidi-inhabited areas of Iraq and the Kurdistan Region.

This holiday may be a particularly difficult one for the Yazidi community. Many Yazidis are still unable to return to their home in Sinjar and are disconnected from their families and loved ones.

Barzani expressed his hopes for this occasion to "usher in peace, joy, and prosperity for all Yazidi brothers and sisters. It's crucial to emphasize the unity and promotion of a culture of peace and forgiveness among different religious and ethnic groups."
